Study On The Development Mode Of Hainan Unicom’s Rural Informatization

Hainan, the southernmost area in China, is the only tropical island province inChina, and a big agricultural province as well. In2009, the State Council issuedSeveral Opinions on Promoting the Construction and Development of HainanInternational Tourism Island, in which the guiding ideology of “Six StrategicPositions” has been put forward. Under this guidance, the construction of Hainan ruralinformatization has become a key issue needing urgent research. Today, as mobilephones gradually become the daily necessities of people, the mobile terminalequipment including mobile phones has played an important role in the constructionof rural informatization. However, in our country, current research on the constructionof rural informatization mostly focuses on the mobile commerce and regionaldevelopment, not on the development pattern of rural informatization. Nowadays, thebuilding of the backbone network for Hainan rural communication has basically beencompleted.“Triple Play Service” and “Every Village Project” have accelerated thedevelopment of Hainan rural information websites. Nevertheless, some problems stillexist during the construction of Hainan rural informationization, such as regionaldevelopment imbalance, vacancy of rural information service supply subject, etc.Therefore, based on a summary of the foreign and domestic advanced experiences onthe development of rural informationization, Hainan Unicom creatively proposes anew pattern, namely the “Unicom Patten”, which meets with the development ofHainan rural informationization. The study discusses the development of Hainan ruralinformationization from the perspectives of the development paths of partition, mainbody, transmission and content, giving priority to the development pattern of ruralinformation service provided by Hainan Unicom. Meanwhile, with “Agriculture” asan example, a detailed analysis of the implementation status and bottleneck is made,and the improvement strategies of rural informatization development pattern areproposed.This paper discusses the aspects as follows:The first part is about the concepts concerning rural informatization. Byanalyzing the concepts of information, informatization, agriculture informatization and rural informatization, the definition and the rich connotation of ruralinformatization are made, which lay a theoretic basis for the following discussion.The second part, based on the analysis of the development status ofinformatization in Hainan rural areas, further explores the existing problems.The third part, on a overall plan of Hainan Unicom rural information servicedevelopment mode, makes a comprehensive analysis on the innovation mode ofHainan Unicom rural informatization development, namely Unicom Pattern, from theperspectives of partition development path, main body development path,transmission development path and content development path.The fourth part makes a comprehensive effect assessment on Hainan Unicomrural information service mode. Firstly, an analysis on the main innovation of HainanUnicom mode is made in this paper. Secondly, an evaluation system about theimplementation of the region informatization hasbeen built. In order to avoid theeffect of people’s subjective factors, the projection pursuit model is applied in thispaper, and the genetic algorithms is used to obtain the optimal projection direction.Thirdly, this paper makes an analysis on the bottlenecks of rural informatizationdevelopment pattern of Hainan Unicom, hence proposing the improvement strategies.
