| Different countries have different government procurement methods andsingle-source procurement is universal and particular. Universality has been referredin the government procurement laws of many countries, regions and internationalorganizations, while the particularity mainly manifests the lack of competitioncompared with other procurement methods. Government Procurement Law in ourcountry stipulated six procurement methods and single-source procurement was oneof them. With continuously extending government procurement scope and scale, theamount of financial funds used by single-source procurement also gradually increases.Thus, to improve the utilization efficiency of financial funds and guarantee thestandardized operation of government procurement behavior, it is particularlyimportant to establish one set of thorough single-source procurement system. Thispaper comprehensively utilized literature method, case study method and method ofcomparative analysis to study the single-source procurement system in our country.Through the theoretical study on the current single-source procurement systemand combined with the author’s working practice in government procurementmanagement department, four prominent problems in the following four aspects whenimplementing single-source procurement system in our country are as follows,(1)illegally selecting single-source procurement mode is frequent;(2) part ofprocurement items violate the fair and just principles;(3) procurement process isnon-uniform; and (4) part of the procurement agent adopts illegal means to realize thesingle-source procurement. This paper specifically analyzed the system causes fromthree aspects,(1) imperfect legal system;(2) low system constraint force; and (3)inadequate supervision of government procurement supervision department.On the basis of problem posing and analysis of problem cause, this paperreferred the design and operation of single-source procurement system abroad andproposed the suggestions for improvements of single-source procurement system inour country. They are,(1) regulating the application scope and application conditionof single-source procurement method;(2) refining procurement process rules; and (3)reinforcing the supervision and responsibility assigning mechanism. On this basis, aseries of supporting measures is utilized to make the system design more perfect andefficient. |
