As one of the new energy industry which committed to the development of theenergy sector, CBM industry can not only changes national traditional energystructure, and also greatly improve the safety of coal industry, while of greatsignificance for environmental protection. The industrial development in China is stillin its infancy and no mature organization and management structure during itsdevelopment process, suffering high input and low output, low margins bottleneck.Exploration and development work is currently in a slump. Big energy companies areoptimistic about the domestic unconventional oil and gas development and made hugeinvestment and the introduction of successful foreign experience and technology tothis emerging sector, however embarked on a slow path of development and become a"chicken ribs."This article discusses the development strategies of CNOOC coal bed methanedevelopment. First, it explains the coal bed methane industry’s present situation andsignificance. And it analyses the external environment including themacro-environment and micro-environment according to the coal bed methanedevelopment strategies of CNOOC, using SWOT analysis analyses the advantagesand disadvantages of the system of the enterprise’s internal resource condition and itcame to a conclusion that the external environment is favorable for CNOOC. Then itresearches in the strategy selection of CNOOC coal bed methane development, andmake some rationalization proposals for the organization management andintensification strategy.
