With the constant urbanization in China, of the primary land development-asbeing the vital contents and foundation work of urbanization-the significance arebecoming more and more apparent. Most projects of this kind feature greatinvestment, long time-consumption, and complex and diverse issues involved, whichare typical high risk projects. However, neither the laws, regulations as well aspolicies are complete nor the operational approaches are mature. Additionally, withstrong regional limitation, it is still way too far from being systematically sorted andstudied in depth. The new urban district construction with model town as entrypoint is a strong representative during the process of urbanization in China.The study in this paper adopts the methods including literature research, exampleanalysis, system analysis and analytic hierarchy process. Firstly, the paper introducesthe history and status of the development for project risk management studies bothabroad and at home, the required theories and the cognitions the paper obtainedconcerning project risk management. Following up is taking an example of theprimary land development project in a model town of new district in the West of acity. In the project overview, an introduction is given about the concept of primaryland development, the land market development state in China and the construction ofthe model town—basic concept and situation for the important form of urbanization.Then, based on the identification and screening of project stakeholders, and throughthe selection and adoption of project risk management methods and theories such asbrain storming, system analysis and qualitative and quantitive combination, exampleanalysis are made concerning three risk management stages, i.e. theidentification,analysis of and response upon project risks, which leading to theconclusion. Finally, on the basis of real evidence of project development, it elaboratesthe enlightenment the study brings to primary land development in new district modeltown, the revelation of urbanization construction work and project management aswell as the envisage of the future study on project risk management. This paperfeatures that it introduces and expounds the theories of project risk management byincorporating them into each section of example analysis so as to being able to combine theories more tightly with practices and easy to read and understand. Thepaper emphasizes the pre-evaluation on the risk factors at the early stage of a sampleproject. Moreover, it discusses some misunderstandings in project risk managementand the impacts upon project risk management from social, moral and mental factors.
