Research On The Improvement Of The Primary Land Development Mode Of Hongqiao Plot

With the gradual development of urbanization,land resources have become the basis for the existence and development of modern society.In recent years,China is facing an increasingly sharp conflict between land supply and demand when the country's GDP grows constantly,the urbanization level improves rapidly,and more rural people settles in cites.As a result,the primary development of urban land becomes a significant way to activate the land.This paper finds out several problems in the project by analyzing the primary land development of Hongqiao land parcel: firstly,there is a certain operational risk for the PPP development mode of Hongqiao Project;secondly,great investment risks exist;thirdly,primary development enterprises are absent in the secondary land development;fourthly,there are problems in potential project management.By identifying these problems,we find that the causes for them in Hongqiao Project are as follows: firstly,risks in the investment subject,risk subject and profit subject are unbalanced;secondly,single financing channel may result in huge development and investment risks;Thirdly,primary development enterprises' absence from the secondary land development may give rise to various problems in the late project engagement;fourthly,the internal management of development enterprises exert an influence on the smooth progress of Hongqiao Project.Based on the experience of participating in previous projects and the achievements of existing researchers,the author proposes a modified PPP mode: First,as the main body of risk,an enterprise should define the rights and liabilities of each party as clear as possible and make profits and turn into cash to avoid risks.Second,the financing for the primary land development of Hongqiao plot should be diversified.The development enterprise may build diversified financing channels of land development,thus achieving the goal of promoting urban development by enhancing the overall investment of the city.Third,the primary development enterprise of Hongqiao plot should actively participate in secondary development,which would effectively the project quality.Fourth,it is required to complete supporting measures for the management mode of the land development project of Hongqiao plot.This paper hopes to provide reference for similar primary land development.
