Nearly for30years, China’s social and economic development have been on thehighway, the project construction of public infrastructure have played an importantrole in the development of economy and society. In order to alleviate the pressure ongovernment finances of public infrastructure projects, and to realize the diversificationof investors, PPP (Public-Private Partnerships) model plays an important role, andthey have been gradually and widely used in our country. The benefits distribution ofPPP projects are nuclear questions in not only theoretical research but also practiceprojects in the PPP projects contracts. The benefits distribution of PPP projects arenuclear questions in not only theoretical research but also practice projects. Under theguidance of Shapley theory, this paper built the model of benefits distribution of corecored stakeholders of PPP projects, which hopes to enrich the study ways and projectspractice of benefit distribution of PPP project. The paper hopes to have sometheoretical and practical significance.Firstly, this paper summarized the development situation of PPP projects andresearch contents at home and abroad, thenit raised the question of benefit distributionof PPP project. Secondly, the paper tried to establish the model of benefitsdistribution of PPP project based on the theory of Shapley, which were based on theanalysis interest demand of the core stakeholders of PPP projects and the argument ofapplicability of the method of Shapley. And then the paper raised an importantquestion of the model of benefits distribution after the evaluation, then the paper builta model of benefits distribution of PPP project which thought the influent factors ofbenefits distribution of PPP projects which include proportion of investments, sharingof risk, contribution, execution of the contracts. At the last, the paper analyzed themodel based on a case of PPP projects, the result showed that the second model wouldreflect the justice of the question of benefits distribution, and it would encourage theefficiency of PPP projects, so that the operation of the project alliance to betterpromote social and economic development.
