Derivation of the Northam S-shaped curve and the quantitative model show that China’saccelerating urbanization stage began in1996.The paper found that China’s acceleratingurbanization has some characteristics: first, level of urbanization enhances rapidly; second, thestage of accelerating urbanization is in the economic transformation conditions; third, the stage ofaccelerating urbanization advances in the huge number of labor transfer. We think that the crux ofthe urbanization of population in China is how to solve the problem of the absorption of the needfor a huge amount of population entering the city. For the transfer of population from rural tourban, the integration is a gradual process. The implementation process of the urbanization of thepopulation based of absorption shows a framework of “transfer-placement–citizen’shomogenization”. The paths of promotion of accelerating urbanization level boil down to the roleof law and dynamic mechanism of urbanization and urban development and construction. Wethink that the conversion of the industrial structure has a positive role in lifting the level ofurbanization. Institution impacts the enhancement of the level of urbanization by the effect of thecollection of personal selection of migration behavior of costs and benefits, by the impact oftransaction costs and by the allocation of resources. Labor mobility puts forward the supply anddemand requirements to the city, which expands the city’s functions and capabilities and enhancesthe level of urbanization. In this paper, the connotation of urban development and constructionsummarized as the hardware development and software development of the city. We think theurban development and construction expand accommodate of city to the transfer of ruralpopulation, reduce the cost of urbanization of the population, improve the efficiency, and improvethe quality of the level of urbanization.The foreign historical experience of the urbanization studies have shown that the governmentroles reflected in introducing the specific policies for urbanization planning and development path,promoting the construction of public facilities, supplying of public services, and establishing newinstitution to protect urbanization process. The analysis found Chinese government role in theaccelerating urbanization concentrated on: dominating urbanization development strategy andplanning, undertaking the role of the direct implementation of the accelerating urbanization andmonopolizing key institution of urbanization.This paper argues that the positive role of the government in the process of acceleratingurbanization can be attributed to government investment in urban development and constructionand institutional conditions of innovation. Learn from the theory of public goods, the paper arguesthat the affairs in the field of urban development and construction can be divided into the publicgoods matters, mixed public goods matters and private goods matters. Make it as a framework toclassify the government investment. On public goods nature of urban development and construction matters, the government should invest and supply. For the supply of the mixed natureof public goods matters, they can take the market to provide, or take government to supply. If theyhave an external effect, the government must consider the external effects of size, and determinethe supply by extent of external effects. For private goods nature matters, they should be suppliedby market. The government institutional innovation is necessary. The paper built a logicalframework to demonstrate the government institutional conditions innovation to be actively topromote the accelerating urbanization. The government’s innovation of institutional conditionsshould focus on increasing the degree of freedom of the institution, promoting and releasing highlevel of performances in the life cycle of institution, increasing the overall social welfare,coordinating with path dependences of the institution.The paper conducted in-depth analysis in the government exits in the process of acceleratingurbanization. The paper theoretical constructs the relationship between the government and themarket, and argues that there are three basic relations between the government and the market:replacing each other, complementing each other and blanket exclusion. The intervention of twoexternal factors: the special circumstances of China’s accelerating urbanization and theurbanization of the population will deviate from the relationship between government and themarket. Because of the increased tolerance, the intervention under the two external factors, whichwill lead to deviations from the relationship between the government and the market, will producereasonable deviations between the government and the market. The interaction betweengovernment and the market itself and the intervention of two external factors may also produceunreasonable deviation. When the level of urbanization of the accelerating urbanization reached acertain height, the urban development and construction of software and hardware providedrelatively abundant, and population transfer and placement been to achieve a greater degree ofloose, the original conditions of the two factors led to the strengthening of the role of governmentwill be weakened, the deviations might change from reasonable to unreasonable. At the time, itneeds to adjust the intensity of the role of government. Due to the weakening of two factors andthe followed new unreasonable deviation, the government needs to exit. The solution for theunreasonable deviation caused by government intervention in the relationship of blanket exclusionbetween government and market is to achieve the government’s exit. And government shouldrelease things to the market in which it is accomplished through the government exit. Governmentshould take "competitive" as the criteria to implement government exit. In the great competitivematters, the government needs to completely exit; in the imperfect competition matters, thegovernment should achieve a partial exit; in the non-competitive nature of the matters,government should maintain intervention.
