During the recent years,the urbanization has advanced very quickly in China. During 1978~2013, the urbanization rate has grown from 19.72% to 53.73, the quantities of city increased from 193 to 658 and towns increased from 2173 to 20113. According to the famous Northam Curve, China’s urbanization is in accelerated development, its economic is transformating and upgrading and the modernization of socialism is accelerating which decides China should grasp huge chances in urbanization because urbanization plays an important role in economic development. The traditional urbanization has made contributions to economy development, but also exposed many problems which is not suitable for development in the future. However, the urbanization in China will appear new trend and characteristics and face many challenges,so for complying with developing trend of urbanization, avoiding risks and changing ills of traditional urbanization, the new-type urbanization was proposed.Urban land as the carrier of urbanization, whose use status plays an important role in urbanization. But during traditional urbanization,there have been many problems in urban land use such as the speed of urbanization of land is much faster than which of population, disorderly expansion of urban land scale, inefficient use of urban land, unreasonable using structure and so on. Otherwise, the new-type urbanization requires urban land being used like construction land supplying according to people entering city, intensive and high-efficient urban land use mode and protecting ecological environment of city. We can see that the urban land use in traditional urbanization is contrary to it, which partly due to dislocation of government regulation and defects of regulation system. If urban land use attempt to meet the requirements of new-type urbanization, it should adjust the government regulation system, correct the dislocation and make up defects of regulation system.To get the target above, this article analyzes government function on urban land use under new-type urbanization such as guiding and monitoring, providing public service and product and security first. Then it concludes the constraints which government should face which exists in government financial, land supervision system,planning system and construction land approval. On the basis of them, this article proposes the principles which guide the adjustment measures for government. In the last, to solve the problems, this article advocates that it should perfect land property rights system, regulate local government behavior, cover shortfalls of planning system, solve land supervision system, perfect construction land approval procedure and enhance government information disclosure and public supervision. Moreover, there should be some measures to guarantee these suggestions such as relevant laws and assessment standards construction and officials performance evaluation’s change which guarantee government can regulates the urban land use efficiently under new-type urbanization and help to advance the development of new-type urbanization.
