The Government Of Huai'an Promotes The Study Of New Type Urbanization

Urbanization is a reflection of human social development and progress, Which is a historical mission of China's modernization,and a basic problem in the modernization process. As we all know the 18th national congress of the cpc aims to perfect the new industrialization with Chinese characteristics, the informatization, the urbanization and the agricultural modernization. Under the social development of China, the new road of urbanization has been chosen, which is also unprecedented in human history. Compared with the traditional urbanization, the new type is to promote the human-centered urbanization, to promote the harmonious development between the cities and towns, and thus to achieve the integration of urban and rural areas as well as the sustainable development.With the promotion of China reform and opening policy, Huai'an have achievedremarkable results on economy , and its urbanization level has been further increased. The urbanization rate of Huai'an in 2016 is 59.68%,which is 8.89% higher than that in 2010, the beginning of the "twelfth five-year plan". it is also 1.53% higher than last year's 58.15%. Huai'an has met the goal of "to reach the urbanization rate of 60% by 2020" four years ahead. however, there are still gaps bewteen huai'an and the cities in the southern areas of Jjiangsu. therefore, how to breakthrough development, to narrow down the gap, and to further promote the urbanization in Huai' an has been heated discussed in the city.Based on the huge number of researches about the construction of the urbanization in both domestic and oversea areas, the thesis analyses the current situation and problems of the new type urbanization in Huai'an. besides,it also gains the experiences from the domestic and foreign typical countries to put forward some measures to accelerate the development of urbanization in Huai' an.This thesis is composed of six chapters. the first chapter is introduction. in this part,the author introduces the background and significance of the research,the literature reviews all over the world, and the research methods, to lay down the foundation of the study. in the second chapter, some relevant concepts and theoretics have been discussed.with the comparison of the concepts between the cities and towns, the urbanization and the new type urbanization, the auther points out the emphasis of the research and elaborates the relevant theoretical background, including urban-rural integration theory,location theory, the disequilibrium theory and regional urban theory. The third chapter is the analysis of the current situation of promoting the construction of new type urbanization led by the government of Huai'an,including the measures and achievements resulted from the construction. The fourth chapter is about the learning experiences. By studying the development of the usa, Japan, the uk and other countries'experience and lessons, and analyzing the southern regions of Jiangsu, Wenzhou,Chengdu and other regions', the author would find out the enlightening results for the development of urbanization in Huai'an. in the fifth chapter, the auther shows the suggestions on further advancing the countermeasures of the construction of the new type of urbanization in Huai' an, based on the practical and new type urbanization connotation, and operation mechanism. The sixth chapter is the conclusion.However, there are limits of the research, such as, in the past, the topic of the construction of the urbanization was mainly discussed in a national or regional level,not locally. Thus lots of the former researches are divorced from the reality. At the same time, the existing study of local government is till very superficial, needed to be further discussed. Secondly, the usable theories are far from comprehensive, lacking the analysis under the public management, government management and the new type urbanization construction. besides, the object of the study is also limited.The regional planning, land index, and the construction of infrastructure are all the influencing factors, which should necessarily be further researched. At the same time, different provinces, cities and counties(districts) have their own levels of economic and social development, making their processes of urbanization to be unique, thus the studies of the promotion of the urbanization conducted by the local governments obtain their own characteristics.
