The development of globalization and information technology makes the enterprises face increasingly challenges on management from the environment change, so the company must scientifically and systematically formulate the corresponding strategic planning and do the strategic management in dynamic. Only then can the enterprises develop well along with the competition in the market economy. The Changjiang Petroleum Machinery Company(shorted by CPMC) in Jiaozuo of the Henan province is a new modern brake production entity and the main products are pumping unit, brake and so on, thus the business as well as its development of the company is closely related to the development of petroleum industry at home and abroad. The philosophy of CPMC is“customer first, forge ahead”, which make the company try to provide high quality service and products for the customers. The company is committed to become a high growth and technology-oriented enterprise,thus it has 60 patents now, which has become the company’s main source of competitive advantage. However, facing with the intensification of competition and the changing of business environment, companies must strengthen its internal management to keep running, especially the strategic management.Hence, the purpose of this paper is to contact the theories about strategy with practice, to formulate a strategic plan for CPMC based on the analysis about opportunities, challenges, advantages and disadvantages. Thus there are five parts in the paper. In the first place, the paper trends to review the theories about strategic management,especially the processing model and the models about analyzing the operating environment. In the second place, analyze the external environment in order to recognize the opportunities and challenges for CPMC. In the third place, analyze the internal environment, such as theinternal management and the resources CPMC owns, in order to clear the advantages and disadvantages. In the fourth place, formulate the strategic plan for CPMC based on SWOT analyses about internal and external environment, especially the strategic goals. And at last, there comes the recommendations about how to implement and control the process of strategic management.In this paper, the author reviewed the literatures about strategic management combed the current development of petroleum machinery industry, made strategic management plan for CPMC based on its operational environment. Specifically, the strategic goal of CPMC is to create a first-class in domestic and renowned internationally company focusing on gas equipment integration system which is high efficiency and oil saving. The concrete implementation strategy include integrating of industry supply chain, building its own brand, enhancing the innovation capacity, strengthening the technical reform, strengthening the ability of service innovation, promoting the development of high-end product, as well as strengthening enterprise’s fine management.Obviously, taking an example of CPMC, the strategic management plan of this paper holds an importance on guidance and reference meaning for the practice of CPMC in reality. In addition, the study of this problem is not only beneficial to us to understand the development trend of China’s petroleum machinery industry, by providing corresponding theoretical support for the development of enterprises in this industry, but also holds an meaningful guidance for CPMC by formulating the development strategy for the transformation. In this sense, the research of this paper will take very strong realistic meaning and practical application value.
