Food is the first necessity to people,safety is the preferential matter. In recent years, food safety issues are increasingly subject to public attention, as the necessary food three meals a day related to people’s health and the daily life of vegetables, with the development of science and technology, the improvement of people’s living standard, vegetable production in terms of quantity to meet the people’s basic needs, people began to pursue high quality vegetable products.Shouguang City as a vegetable production, vegetable production, which plays an important role in national and international, is the famous "China town of vegetables", is world-famous "vegetables the United Nations", since the reform and opening up, the rapid development of vegetable industry. In order to ensure the production quality and safety of vegetables, Shouguang City has taken various measures, improve the vegetable safety production management level, but there still exist many problems, resulting in vegetable products is not safe, the impact on the quality of vegetable products, the safety of life and property with consumers to threats. At present, Shouguang vegetable production safety problems are: Vegetable producers culture level is low, the lack of a correct understanding of the food safety problem; vegetable production standards imperfect, standardized production consciousness is not strong; vegetable quality testing is insufficient, the regulation is not in place; lack of incentive mechanism and guarantee mechanism of vegetable safety production; existence defects in the use and management of pesticide; low degree of organization, security technology to large area; by air, water pollution in the process of producing.Therefore, the vegetable producers, the government should adopt a variety of measures, and constantly promote Shouguang vegetable quality and safety, food safety, provide safety of vegetables for consumers, protect life and property safety of consumers. Improve Shouguang vegetable production quality and safety measures are mainly: the first is to improve the understanding of vegetable quality and safety, strengthen the education and training, increase the propaganda, control the source of pollution, strengthen environmental dynamic tracking detection; the second is that the government should strengthen macro-control on vegetable production, increase the farmer’s support, perfect market conditions and traffic infrastructure construction, guide the vegetable production direction; to improve the construction of vegetable production system, vigorously promote the standardization of production, improve the quality of vegetable products, increase specifically agricultural taxes, and improve the agricultural insurance system, to speed up the construction of vegetable base, expand the scale of production; to establish the system of quality and safety of vegetable products, intensify the management of vegetable production inputs, improve product quality and safety supervision of vegetable protection, strengthen the pollution-free vegetable production technology promotion, the establishment and improvement of the quality of vegetable products monitoring; the third is to strengthen the training of talents in vegetable industry, security, sustainable development, improve the talent introduction policy, promoting the construction of agricultural professional talent and the local peasant technical personnel the vegetable industry, speeding up the training of composite personnel; the fourth, to increase brand promotion efforts, increase vegetable brand effect, outstanding key, establish the non pollution vegetable production demonstration bases, standards, enhance the brand effect, to speed up the construction to promote food safety credit system. The fifth is to improve the safety of vegetable industry sustainable development policies and regulations system, improve the legal system, improve the food safety laws and regulations, and give full play to the role of legal supervision and coordination functions, to provide legal safeguard for food safety supervision; the sixth is to strengthen environmental protection., improve the quality of soil,solve the pollution of rural area.
