Research On The Open-economy Development Countermeasure Of Circum-bohai Sea Region

Throughout the history of the world economy, openly developing ideas have not been new. From Adam Smith, who was the father of liberal economic, to Paul Krugman, a prominent representative of new liberalism, from Karl Marx to Von Hayek, economists’ exploration for free trade and open development never stopped.With the continuous development of international trade theory and accelerating globalization, open attitude has been a consensus for economic development throughout the world. Starting with reform and opening up, our economy initiated the new mode that facing the world and developing openly. After more than 30 years’ unremitting efforts, China has already established itself as one of the world economy giants, which dues to the open-economy strategy.As one of the important engines for our country’s open-economy development, the Circum-Bohai Sea economic circle undoubtedly could be seen as an epitome of the development of the open-economy in our country. But compared with regions of high-level open development, such as the Yangtze river delta and the pearl river delta, the Circum-Bohai Sea region is still in the early stage of the open economy development. No matter from the perfection of the market economic system, or from the exposure of economy, or from the coordination of internal development, there is still a long way to go for Circum-Bohai Sea. The development pattern of the open-economy, however, is not only the one. To study and sum up the development strategy that matches the subject’s own applicability, a basis of full grasping of relevant theories, combining with the congenital and developing conditions, is needed. So, the purpose of promoting local economy vigorously by the open-economy strategy could be taken-off.In view of this, on the basis of summarizing the predecessors’ theory, this paper redefines the connotation of the open-economy: the open-economy refers to the economy in which a country or region put itself into a larger economic system by transnational and trans-regional flows of elements, goods and services, so as to realize the freedom and the most efficient resource allocation. Then, by broadly accessing to relevant literatures and data, the basic situation of Circum-Bohai Sea region, adding the development and present situation of open-economy, has been analyzed in detail. It is concluded that the development level of Circum-Bohai Sea open-economy is relatively low, especially for the insufficient domestic demand, the low opening level, the imperfect institutional environment, the weak industrial coordination effect and the low enthusiasm on intergovernmental cooperation. But for the development of the open-economy in the Circum-Bohai region, there are also many conditions, such as abundant resources, superior location, strong scientific research strength and strong industrial base, etc.. What’s more, the existence of the Circum-Bohai sea economic circle meets the requirements of the national development strategy very well. All of which provide powerful guarantee for the new development of its open-economy. Of course, in this process, phenomenon such as external shocks and ecological problem has become a problem urgently to be solved in Bohai sea. To this end, the Circum-Bohai sea region must power from the following aspects: To make full use of the accumulative effect brought by the integration of the beijing-tianjin-hebei region, strengthening the substantial form of the Circum-Bohai sea economic circle; Continue to adhere to expand domestic demand, and speed up the trade structure adjustment, by which the terms of trade could be improved; Innovation of the way both of foreign capital utilization and foreign investment; To Deepen regional cooperation, and constantly improve the institutional environment, etc.
