| Circum-Bohai Sea Region is the "engine" of economic development in northern China, has important strategic position in the development of national economic and social. As an important part of the Circum-Bohai Sea Region, Circum-Bohai Sea Region of Shandong is the superposition of multiple national and provincial strategic planning. In recent years, the region's economic and social development is rapid, modern agriculture developed rapidly, also gained great achievements. However, with the constraint of resources and environment, economic and social conditions, the area hasn't been able to bring out one's strengths to make up for one's weaknesses in the development of modern agriculture, give full play to regional advantages, highlight the regional characteristics and achieve the overall harmonious development. Therefore, facing "13th Five Year Plan", the needs of economic and social development, strengthen the research of regional modern agriculture development, further refining regional modern agriculture development characteristics, explore the problems occurred in development of modern agriculture, it is significance to definite emphases and direction the regional modern agriculture development, formulates plans for the development of regional agriculture and promote regional modern agriculture development, ensure the agricultural production, agricultural efficiency and farmers income, ensure national food security and people's lives rich and build a well-off society in an all-round way.This paper studied the modern agriculture development model and its implementation mechanism of link Bohai sea area in Shandong by means of literature data, field survey, SWOT, and methods of system analysis, got the following results and conclusions.(1) Defined the connotation of modern agriculture development mode, considered that modern agriculture development pattern, was the formation of the standard of agricultural production, operation, management, in the process of agricultural modernization, at the regional(national, regional) natural resources endowment, history, tradition, comprehensive economic and social conditions and influenced by the political background and policy factors at home and abroad, and its complex style. This research is based on the theory of agricultural modernization, the agricultural informationization and theory of precision agriculture, agricultural diversification theory, cost-benefit theory, regional advantages leads to evolution theory and other related theory; It had carried on the induction and classification to the existing modern agriculture development mode, preliminary established the each other unified classification system of modern agriculture development model.(2)On the basis of comprehensive analysis the Bohai sea in Shandong area of agricultural development, using the SWOT method, discussed modern agriculture development strengths, weaknesses, opportunities and threats of the region, laid the foundation for regional modern agriculture development mode for a targeted optimization, promote modern agriculture development.(3) Put forward the optimization principle of link Bohai sea in Shandong area of modern agriculture development pattern that "demand oriented, adjust measures to local conditions, with a view to be born", to Bohai sea in Shandong area of modern agriculture development model, a system optimization design of the Bohai sea in Shandong area of modern agriculture development pattern optimization scheme. The program consists of general framework and implementation model. The framework of Circum-Bohai Sea Region in Shandong area of modern agriculture development model mainly includes the link Bohai sea area in Shandong modern agriculture development pattern space model, the Bohai sea in Shandong area the concept of modern agriculture development mode and the Bohai sea in Shandong area the technology of modern agriculture development mode; Bohai sea in Shandong area to organize and implement the mode of modern agriculture development including the macroscopic organization and implementation patterns and microstructure implementation mode.(4)It studied the implementation mechanism of link Bohai sea area in Shandong modern agriculture development optimization model, put forward the supporting measures to ensure link Bohai sea area of modern agriculture development in Shandong optimization model.In this paper, the research results both meet the demand of "13th Five Year Plan" economic and social development and embodied the principle of adjust measures to local conditions, provided lessons for making the Bohai sea area in Shandong modern agriculture development plan, adjusting to industrial structure optimization and quality upgrading, improving agricultural benefits, promoting the development of modern agriculture. |
