With the progress of the society, food safety problems occur more frequently. These problems cause serious influence to people’s physical health, social harmony and stability. It has become a global issue with common concern. Food safety is huge and complicated system engineering. The fields involved are very broad and deep. Ensuring the food safety not only needs the progress of information technology, the improvement of the government regulation policy and consumers’ safety awareness, but also needs the common efforts and promotion of food enterprises.Based on the method of multi-agent modeling, enterprise’s production decision-making model, the pricing model, the government’s regulatory decision-making model and the consumer decision-making model are built in this paper, considering the artificial ecological system of "enterprise-supply chain-government" and consumers. Problems including the relationships of price strategies and corporate profits, regulatory strategies and regulation effect and government total cost,, adulteration ratio and corporate profits and government total cost, and the factors affecting consumers’ behavior and its utility are studied. Computational experiments based on multi-agent targeting each problem are designed and simulations of each component are conducted using NetLogo.Based on the computational experiments, the conclusions of this paper are as follows:(1) The factors influencing the government regulation mainly includes sampling frequency, fines and government regulatory costs. The government should make scientific regulatory strategy, setting reasonable sampling frequency and fines. The government’s unit regulatory cost is an important factor restricting the government supervision.(2) Each enterprise on the supply chain will adjust their pricing strategies, decision to adulterate unsafe material or not to maximize the profits based on their earnings and government regulation strategy of last period and market demand of this period. There is competition between supply chains, resulting in the emergence of lemon market.(3) Consumers determine their true needs according to the principle of utility maximization. They adjust their rue needs and make purchase decision according to their consumption situation of last period and the government efforts to protect the rights and interests of consumers. The actual needs of consumers in this period will further influence the profits of each enterprise in the supply chain. The consumers’ utilities are affected by the convenience of consumers safeguarding their rights.Lastly, a set of systemic regulation strategies are proposed in this paper based on the conclusions including implementing dynamic regulation strategies, establishing a shared information platform, intervening appropriately in the pricing of food supply chain, increasing the safety awareness of consumers, optimizing consumer right-defending mechanism, perfecting regulation system and improving the efficiency of supervision.
