On the occasion of the two sessions held warm, the "Under the Dome" documentary by Chai Jing was fiery spread. The environmental topic has been detonated again in this year’s two sessions, becoming the biggest concern of the people. Since January 1st in 2015, the most serious and new environmental law has been implemented officially. The business which polluted the environment will be daily meter penalty, not a ceiling. This provision is enough to make any environmental pollution corporate bankruptcies. Meanwhile, with the international competition become increasingly fierce, the implementation of green supply chain management will become the trend of global business operations management and basic requirements of production and development. The research on the effective evaluation methods of supply chain "Green Degree" performance will help to promote the enterprises to accelerate the improvement process for green implementing. As well, it will help to improve the overall operational efficiency of the supply chain.The supply chain green degree evaluation described in this article mainly uses green supply chain comprehensive performance evaluation. In the process of supply chain green degree comprehensive performance evaluation, there are issues related to green in the operating system for the supply chain. We should analyze and improve timely. Then we can provide strategies and suggestion for the greening process of the supply chain overall operating system.Firstly, the paper reviews the supply chain "green degree", the background and development process of green supply chain, and the theoretical basis of green supply chain performance evaluation. It points out that the current shortage of green supply chain performance evaluation, emphasizing the necessity and importance of supply chain "green degree" evaluation, meanwhile elaborating its main content. Secondly, according to the guidelines of "green degree" evaluation system of the supply chain, we should establish supply chain "green degree" evaluation system from the cost, value, environmental management, green products, eco-efficiency, green norms in five fields. According to analyze and compare the advantages and disadvantages of the current comprehensive evaluation method used, combined with the practical requirements, we establish adapted evaluation model:green supply chain comprehensive performance evaluation model based on fuzzy TOPSIS. The specific ideas of the evaluation model:using Delphi and Analytic Hierarchy Process to establish index system hierarchy and determine the relative weight of each index. Fuzzy weighted evaluation matrix was constructed according to the fuzzy TOPSIS method. Finally, we calculate the relative closeness degree between the various programs and the ideal solution, and then compare the differences between the different programs, providing an important decision basis for supply chain performance evaluation. At last, with the practical application of the case, we can verify the effectiveness of of this method and further enrich the green supply chain overall comprehensive performance evaluation system.
