Empirical Study Of The Coordinated Development Of Beijing-Tianjin-Hebei Region Based On The Perspective Of Industrial Specialization

The coordinated development of Beijing-Tianjin-Hebei is one of the major national strategies in China,aiming to regard the Beijing-Tianjin-Hebei region as a whole to achieve coordinated development.The strategy is based on easing the non-capital functions of Beijing and solving the "urban diseases".Its main content involves adjusting and optimizing urban layout and spatial structure,creating a modern transportation network system,and expanding environmental capacity and ecological space.The Proposals of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development states: The coordinated development of Beijing-Tianjin-Hebei region should start with optimizing the spatial layout and industrial structure of the city,achieve an orderly and rational unblocking of Beijing's non-capital functions,and finally achieve the effective treatment of "urban diseases".In the process of promoting the coordinated development of regions,China has made great progress in the coordinated development of regions,and the relative gap between urban and rural areas and the income of residents has been narrowing,but there are still many uncoordinated problems,it is urgent to start from the provincial and inter-provincial level to coordinate regional development and other issues.The Beijing-Tianjin-Hebei region is the third growth pole to promote the economic development of China,promoting the coordinated development of the Beijing-Tianjin-Hebei region is an important link to promote the coordinated development of our country's region.While in the process of promoting the coordinated development of the region,adjusting the regional economic structure and spatial structure,and promoting industrial upgrading,industrial transfer,and reasonable layout are important ones.Industrial upgrading,industrial transfer and rational distribution can promote industrial specialization,improve production efficiency,promote rapid regional economic growth,narrow the development gap between underdeveloped and developed regions,and realize regional coordinated development.Therefore,it is of great significance to study the relationship between industrial specialization and the coordinated development of Beijing-Tianjin-Hebei region.In this paper,the domestic and foreign literature on regional coordinated development and industrial specialization is sorted out,the theoretical framework of regional coordinated development and industrial specialization is constructed,and the degree of industrialspecialization and regional coordinated development of 13 cities in Beijing-Tianjin-Hebei region are measured.First,in order to analyze the level of industrial specialization in the cities of Beijing-Tianjin-Hebei region,the subsectors of manufacturing and service industries are selected,the regional relative specialization index is used,and the overall situation of industrial specialization in the Beijing-Tianjin-Hebei region is comprehensively summarized;Second,in order to evaluate the degree of coordinated development of the Beijing-Tianjin-Hebei region,an index system for measuring the regional coordination of Beijing-Tianjin-Hebei cities has been constructed based on the four subsystems of economy,society,population,and environment;Finally,a spatial econometric model of the level of regional industrial specialization and the degree of coordinated regional development is constructed,and then an empirical analysis is made of the relationship between the degree of industrial specialization and the degree of coordinated regional development.The empirical study shows that the level of industrial specialization of manufacturing industry is high,but the range of change is small,while the degree of industrial specialization of service industry is generally low,showing a slow rising trend.In addition,as far as the degree of influence on regional coordination is concerned,the impact of the specialization of the manufacturing industry is positive,while the service industry is just the opposite.
