Project Bid Evaluation Application Research Based On The DEA Model

The country has built a substantial infrastructure in the past few decades and bidding is the main way of a deal. The domestic contractors involved in the social competitive through bidding. When the owners choose the ideal contractor, the evaluation of bid has becoming the most important part. Smooth realization of the tender, evaluation of bid will play a very important role. Therefore, doing some research on the evaluation model of domestic project, finding the most scientific evaluation of bid will do good to make the tender process more rationalization and scientific. Meanwhile, the scientific bid evaluation methods have very inportant meaning for creating a fair playing field for bidders and selecting the most quality contractor. It is also the requirements to prevent unhealthy practices in the bidding process in the new situation.This thesis bases on the subject of engineering bid evaluation, give it a detailed analysis and research. Firstly, the DEA method and bid theory were analyzed and evaluated at home and abroad. In comparison the DEA method with other commonly used bid methods, which pointed out the advantages and disadvantages of each method. By comparison of a variety of methods, we summed the advantages of DEA:First, it need not to give weight of each variable, which can avoid the interference of human factors; Second, the different types of indicators can be unified computing.Secondly, this thesis takes the characteristics of Hong Kong-Zhuhai-Macao Bridge into account, raised using the the Data Envelopment Analysis method into the tender and bid of HZM Bridge. This thesis introduced the basic concepts and models of DEA method, and also build the corresponding model, and summarized the application procedure of this model.Finally, through a detailed analysis of the materials of the Hong Kong-Zhuhai-Macao Bridge, and combined with the characteristics of the project, established standard index system of DEA model needed; Finally, the acquired Hong Kong-Zhuhai-specific data used in the model, come out the final results and verifed the application effects of the this model.
