For the first time,the main project of the Hong Kong-Zhuhai-Macao Bridge introduced the HSE management system into the occupational health,safety and environmental management of complex transportation construction projects to meet the engineering challenges such as multiple cross-cutting operations,large engineering difficulties,and complex construction environment.It has achieved good results and accumulated a lot of management experience and lessons.This article makes a microscopic and comprehensive evaluation of the performance of the HSE Management System of the Hong Kong-Zhuhai-Macao Bridge from the perspective of employees,which has theoretical and practical significance for improving the management level of China's transportation construction projects,and is conducive to the promotion and application of the HSE management system in transportation construction projects.Combining the management features of complex traffic construction projects,the evaluation indicators were selected for constructing the HSE climate and ergonomic principles.Finally,18 employee performance evaluation indicators were selected.Employee HSE performance evaluation index system based on HSE climate and ergonomics was established.The system includes 15 process management indicators and 3 employee HSE management performance indicators.This article defines the concept of employee HSE activity effectiveness,which is composed of job satisfaction effectiveness,work stress effectiveness,and HSE awareness effectiveness.It builds an employee HSE activity effectiveness measurement method based on artificial neural network,and establishes employee HSE management performance evaluation model and management index sensitivity analysis method.This method can evaluate employee HSE management performance,identify higher and lower performance employees,analyze the advantages and shortcomings of HSE management,and indicate the direction of improving HSE management performance.This paper used the survey data of HSE full-time managers of Hong Kong-Zhuhai-Macao Bridge to verify the feasibility of this method in the evaluation of employee HSE management performance in complex transportation construction projects.Using MATLAB as a tool,taking process management indicators as input variables,employees HSE management performance indicators as output indicators,an artificial neural network model was established using 86 training samples and 10 test samples.Debugging transfer functions,training functions,hidden layer neurons,and other network design solutions,the relative errors of the final artificial neural network model were 0.0439,0.0572,and 0.0713,respectively.According to the method of this paper,the employee HSE activities effectiveness is calculated,and the results are concentrated in the range of 0.6-0.8,reflecting that the employee HSE management performance basically meets the requirements;the analysis obtains the risk management system,employees participation operate well,but the job satisfaction is needed to be improved,because of lacking by communication with employees and incomplete reward system to improve employee HSE management performance.
