Due to historical reasons, the endowment insurance system of the government institutions haven’t reformed with enterprises, over the years the two track of pension insurance not only hinder the establishment of a unified labor market, at the same time, with zero payment and high pensions of the workers from government institutions, enterprise workers’ low pension replacement level also caused a great social injustice.In October 2014, the endowment insurance system reform which has been piloted for many years, finally breaks the ice,.In January 15,2015, the State Council passed "the decision of endowment insurance system reform in institutions staff’, it means that the basic pension insurance of the government institutions will be the same with enterprises in the way of payment., at the same time, the build of the occupation pension system has become an important thrust in this pension reform, "decision" has pointed out that "At the basic of participating in the basic pension insurance, the government institutions must establish the occupation pension for their staff." Occupational pension, a supplementary pension insurance for the employees, is builded by not only the government institutions but also enterprises,according to their own situation, in some scholars’opinion.,.In this paper, to distinguish, we have another name for the broad definition of occupation pension, and when we refer to the occupation pension, it just means the occupation pension of government institutions and their staff. In April 6th, the State Council promulgated the "measures of occupation pension of the government institutions", which gives a more detailed explanation.of the occupation pension including payment,calculation, operation and management of the fund. However, there are also many problems to be solved.Based on the detailed description of definition and the theory of occupational pension, the paper analyzed settings and features of the pension plans at home and abroad including HongKong, Japan, Singapore and the USA, from the aspect of the positioning of the occupational pension, significance, source and way of payment, payment mode, fund management, existing problems and pension replacement rate etc. It also analyzes the pilot situation of occupational pension system in our country, and summarizes the experience of the successful development of Shenzhen and the failure of other pilot areas. From the analysts we can have the experience and Enlightenment to the development of occupation pension system of our country. Finally, with the establishment of occupational pension individual account model and the use of actuarial knowledge, from the angle of pension replacement rate, our institutions employees retirement benefits were measured in different ages and sexes, then puts forward and analyzes the problems existing in the establishment of the occupational pension system in China’s institutions and shortcomings of existing approaches, eventually combined with previous experience in the analysis of developed countries and regions as well as in the pilot areas to put forward suggestions to perfect our country’s existing measures of the occupational plan of the government institutions.
