Research, The Pension Insurance System Based On The Policy Of Integration Of Government Departments And Institutions

State organs are the national administrations to undertake the state management and to exercise the state power,which includes the chief of the state,power organs,administrative departments,and judicial departments.Institutions are the public organizations that the governments at all levels establish under the law to provide public services and public products for the public,which have their individual characteristics.China's institutions are divided into three types:administrative support,public welfare,and operation and development service.Social security is not only related to the citizens' existence but also to our economic development and social stability,The old-age pension insurance system for state organs and Institutions is the key component of the constructions of the overall social security system and is the key content of constructing harmonious socialist society.The present paper is to study on the current situation of the old-age pension insurance system for state organs and institutions.Firstly,it simply introduces the historical development and reform of China's old-age pension system for state organs and institutions and points out that the old-age pension insurance system reform starts late and is in the pilot stage so it still has many problems though the reform has had some development.The paper also offers its own viewpoints to the necessity of the reform to our old-age pension insurance system for state organs and institutions. Secondly,the paper simply introduces the features of the public old-age pension insurance systems in some developed countries and areas,which have high significance for us to learn from because they have developed for long and have rich experiences.It also analyzes the fundamental characteristics of China's old-age pension insurance for state organs and institutions.Finally,the present paper proposes that the fund-raising should employ the method of connecting the fund-raising from the society with that from private accounts.And starting from the basic characteristics of the professional annuity,the paper points out the establishment of the professional annuity system is a key means to improve the basic old-pension insurance system for state organs and institutions.Meanwhile,it also brings forward its own thoughts and views of the fund-raising manner of the professional annuity etc.and gives a deep analysis and study to the related reforms for the basic old-age pension insurance system for state organs and institutions. The reform for the old-age pension insurance system for state organs and institutions is extensively involved and tightly policy-related;therefore it must first experiment with projects to accumulate experiences so as to push it forward positively and steadily.The present paper holds that we need accelerate our reform to gradually establish the old-age pension insurance system coordinated with enterprises.And the professional annuity system should also be established and improved on the basis of the characteristics of state organs and institutions.We need adapt to the well-coordinated development of urban and suburban social security and realize the integration of social pension insurance systems.
