Study On The Role Of The Government In The Change Of The Agricultural Production Ways SPECIALIZATION:Public Administration

Because the realization of agricultural modernization is related to the overall situation of China’s modernization, to realize the modernization of agriculture, we must change the ways of agricultural production and realize agricultural scale management. The change of the agricultural management mode not only should conform to the development laws of agriculture, but should pay attention to the government role in promoting and guiding orderly. When the government plays the role effectively, we should also take the market mechanism and social mechanism seriously.To make sense of the transformation of agricultural production ways and the functions of the governments, we must clarify several questions firstly. First of all, what is the agricultural production ways, what are its important characteristics? Secondly, what evolution process our country’s agricultural production ways has experienced, and what role the government played in the process? Then, new changes have appeared in China’s agricultural production ways, what are the backgrounds and the causes, and what is the future direction of the transformation of the agricultural production ways? Finally, what role the government should play in the transformation of modern agricultural production ways, what issues the government should pay attention to. The development of modern agriculture is a spontaneous process or the results with the coordination and promotions of the government? In order to clarify these issues, the author reviewed extensive literature, and summarized the definition and characteristics of agricultural production ways. Then I reviewed the evolution of agricultural production ways systematically since the new China founded, I hope to provide a historical basis and lessons for the transformation of the agricultural production ways. Then, the author expounds on the family farm as the representative of the transformation of the agricultural operation ways, which is trying to point out the direction of agricultural management modes in China in the future. Finally, the author analyzes wholely the promoting function of the government in the transition of the agricultural operation modes and system supply, and points out what should be paid attention to when the government plays the role and that the development of modern agriculture and the government actions coordinate and interact.Through the analysis, I hope I can provide some references and suggestions for the transformation of China’s agricultural production ways, and give a correct and objective evaluation to the role the government paly.
