With the national strategy of industrialization, informatization, urbanization and modernization of agriculture to coordinate with economics, our governments advocate to establish a new agricultural management system, based on adhering to and improving the household contract management as the main body, changing the traditional scattered agricultural business management. The family farm is the State Building of new agricultural business entities and one of the key support objects. But because political and academic circles have not formed a consensus on family farm, there are no clear scale family farms. It is difficult for the local governments to implement the national policies. The reason why the family farm business scale is difficult to form a consensus is that agriculture is an industry which is wide-ranging and is influenced by many factors. This paper attempts to classify agriculture according to the factor of production as land intensive and labor-intensive, capital intensive and technology intensive four categories. Different categories of agricultural business to measure the size of the family farms base on different standards: planting economic crops, the net income of migrant workers, and per capita disposable income of urban residents and the net income level of technical staff. In view of the different agricultural business types of family farms, income standards should be more scientific and reasonable. The conclusions of this paper are as follows. The land intensive agricultural family farms’ scale is different because of different crops. Specifically, management of rice scale is about 9hm2; wheat scale, 8 hm2; corn scale, 8 hm2; potato business scale, 1.3 hm2. Specific vegetable planting family farm scale is 1 hm2; the scale of fruit planting is 0.66 hm2. Vegetable planting and fruit planting both belong to labor intensive agriculture. Capital intensive agricultural family farms have different units of measurement. For the specific business of agricultural facilities, the size of the family farm is 0.66 hm2; aquaculture scale, and 2 hm2. Pig farming family farm scale is around 250, the size of the family farm cattle is around 25. The size of sheep family farms needs further classification, scale of meat goat breeding is only about 230, scale of dairy goat breeding, about 260; scale of gross of goat breeding, about 125. The size of poultry family farm depends on the circumstances, meat and poultry farming scale needs to reach about 25000 eggs, poultry scale need to reach about 10000.the standard of Technology intensive family farm scale is measured by planting scale, similarly to the land intensive family farm. This is a typical type of planting seedlings of family farms, its scale should be in about 6.67hm2.However, the investigation shows that various types of family farms’ scale is more than the scale which we get, it does not affect the conclusions of this paper, the size of the family farm as the lowest standard size required, helping the administrative departments in the implementation of family farm registration and provide policy support will have a corresponding the reference standard. After making clear the family farm scale, the governments need to take policy measures to support family farm: one is to increase financial support for the family farm; secondly, establish and perfect the land transfer mechanism; thirdly, actively implement the family farm subsidy policy, and at last, strengthen the family farm operator’s business training. In order to achieve the smooth transition of the main body of agricultural management in our country and upgrade the economic mode, we should provide useful help for solving the problems of agriculture, rural areas and farmers.
