Since the reform and opening, China has a rapid urbanization process. However, the quality of urbanization is not satisfactory. Lots of problems occur during the process, like incomplete population’s urbanization, disorder of cities and towns’development and so on. In the situation of international environment changing significantly and China becoming a middle-income country, it is with great significance of exploring the new urbanization patterns, paths and strategies. The great difference between the new and the traditional urbanization pattern is to build a regional structure which is mainly in the form of urban agglomeration, big and small cities and small towns developing harmoniously, urbanization closely coordinating with industrial layout and the urban agglomeration’s carrying capacity of industries keeping growing.To explain the relationship between the new urbanization and industrial development of urban agglomeration, this paper expands the Fujita & Thisse’s model on the basis of the review of related literatures and theories, and deducts the mechanism of the action between the new urbanization and industrial development of urban agglomeration. In the statistical analysis section, this article establishes a comprehensive evaluation index system of new urbanization, takes the Yangtze River Delta urban agglomeration as an example, and uses the method of principal component analysis for the assignment of the new urbanization level of 16 cities in the Yangtze River Delta urban agglomeration. And then quantitatively and qualitatively describe the development of urbanization status of the urban agglomeration. This paper then uses a variety of indicators, such as the location quotient and space Gini coefficient, to reveal the overall industrial structure, the division and employment structure of the manufacturing and the service industry in the urban agglomeration. In the econometric analysis section, this paper establishes a panel data model to make verification of the relations between industrial division and development and levels of urbanization of Yangtze River Delta urban agglomeration.According to results of the theoretical deduction, statistical analysis and econometric validation, this paper draws the following conclusions:(1)To effectively promote new urbanization, modern urban agglomerations should act the role of leading the regional development, the core cities should give full play to promoting small cities and small towns’ coordinated growth. (2)The industrial division and development have a significant effect to urban agglomerations’level of new urbanization. Coordination of industrial division between cities of different sizes in urban agglomerations is in favor of new urbanization. (3)At different stages of urban development, the level of development of various industries has different influences on levels of urbanization. Development of low value-added manufacturing and traditional service industries are main propulsion for small towns and cities’new urbanization level. With the development of urbanization, high value-added manufacturing and modern service industries play a driving role in improving the level of new urbanization. (4)The labor factor, especially the human capital is the key element of industrial distribution, industrial development and new urbanization. The labor force should give full play to its role, to build the endogenous motivation mechanism of new urbanization which drives by labor factor.The innovation of this paper is:to investigate the mechanism and the effects of industrial division and industrial development of urban agglomeration towards new urbanization, which is a new research perspective.New urbanization is a new concept, the paper establishes a comprehensive evaluation index system, and then try to use principal component analysis for quantitative analysis of new urbanization level. About research methods, this paper uses both theoretical and empirical methods to analyze the mechanism,which is the different from the type of the previous article.Inadequacies of this paper are:the limit of data acquisition that could cause analysis deviation and because of new urbanization as a new concept, there are some shortcomings in the theoretical model and the evaluation index system.
