| Under the international background of climbing the global value chain, China needs to transform the economic growth mode and balance regional development. So this paper researched on the China technology progress path under the global value chain. Technological advances include the independent innovation path and technology introduction path. The "enhanced" scholars think that embedded in global value chain can realize technology transfer and technology progress through the horizontal spillover between industry and vertical overflow in the industry. The "weakening" scholars argue that inserting into global value chain hindered the independent innovation through the "crowding out.First, this paper used DEA method to measure technological progress. Then discusses the technology spillover mechanism and influence factors of inserting into global value chain. Finally using factor analysis method to measure the provinces of technology progress path.This paper found that China’s technological progress and efficiency is backward, technological progress is volatile and rising trend is not obvious. The regional differences of technological progress is obvious:Eastern technology progress is the fastest, the central region is the second, the western region is the slowest. The further study found, China’s technology progress path is given priority to with technology spillovers in 2013, the technology spillover of inserting into global value chain is mainly distributed in the eastern region. There are regional difference of technology progress path:technology spillovers for inserting into global value chain is the main path in the eastern region; technology progress path in the central region is given priority to independent innovation, but both independent innovation and technology spillovers for inserting into global value chain need to be improved; the western region is more need for independent innovation.This paper creatively used mathematical method to express the technology progress path, and innovatively used factor analysis method to measure each province’s path. The innovation in study object is based on the latest data used in the empirical analysis.
