Wheat is the main food in our country. Its main purpose is grinded into flour and made into food for human consumption. In recent years, wheat yield and total output had a significant increase. And people urgently need high quality special-purpose wheat to make all kinds of high quality food and delicious convenience food. Therefore, the high quality wheat industrialization was referred to the agenda. Wheat production is one of the major industries in Henan Province which is the main wheat production region in China. Zhumadian City is suitable for wheat growing and has a long planting history. Winter wheat is the city’s main winter crop. In 2006, accounting for 70% of the total wheat area in Zhumadian City. To carry out the industrial development strategy of high-quality special wheat, not only conducives to the government’s macro-regional decision-making, but also provides the basis for the functional departments.According to Zhumadian City’s climate, soil, water resorce and other natural ecological conditions, this study takes the high quality wheat as object, take the research of other scholars from home and abroad and high-quality wheat production base, food processing enterprises, research about farmers as basis, analyed the problems of wheat production structure and the factors about wheat layout, disscussed the development direction and focus about the wheat, proposed the countermeasures to accelerate the he industrial development.There are four conclusions: one is the city’s climate, soil, water and other natural ecological conditions suit for high quality wheat to plant; Good agricultural conditions and a higher level of investment and technology are good for the wheat on production and processing base; Good social economic conditions, especially rapid development of food processing enterprises, promote the rapid development of high quality wheat. Secondly, the overall level of production scale and productivity are low, quality of wheat and industrialization level need to be improved, also, the seed construction and cultivation techniques are imperfect, the link between breeding and promotion department and flour and food processing companies is not closed, the basic conditions for agricultural production should be improved. Thirdly, the city raised industrialization development Strategies about the high quality wheat: promoting regional layout, accelerating the construction of high-quality wheat production base. Optimizing the structure of high-quality wheat, establishing and improving the quality inspection system. Accelerating standardization and pollution-free process, creating high-quality wheat brand in Zhumadian City. Supporting the wheat processing enterprises and enhance its influence. To achieveing new breakthroughs in the market, the link of sales to production is necessary. Through relying on scientific and technological progress to reduce production costs of wheat, increase farmers’ income. Actively creating agricultural finance environment and achieving diversified investment.
