The Research On Countermeasure Of The Industialization Development Of High-Quality Wheat In Henan Provine

Abstract:Henan Province is located in the major production area for high-quality wheat in the wholc country,and enjoys obvious geographical superiority.After the entry of China into WTO,China quickened up the implementation of the regional planting plan of high-quality wheat.China focused to support the expansion of Huang-huai-hai major wheat production area, which needed to take into consideration of the market and resources both in domestic and international level.Henan Province is a suitable area for wheat production and has a long history in wheat production.Winter wheat is the major crop in winter.Henan Province should quicken the adjustment of agriculture structure,stable and develop the production of special-purpose wheat from the aspect of the national industry policy and resource utilization.As the major grain production area in China,Henan Province has established the strategy and objectives of becoming the national high quality wheat production and processing base in the "eleventh-five-year" provincial economy and social development plan.Henan Province drafted the implementation plan on production and processing base of high quality wheat. Develop high quality wheat becomes the strategic choice to quicken the structure adjustment mad promote the increase the farmer's incomes.This thesis analyzed the present condition and problems of wheat in the world,the industrialization development of high quality wheat in China,and in Henan Province.Through the analysis with the combination of the practical situation in Henan Province,this thesis issued seven measures to develop industrialization.They are as follows:strengthen the reproduction and fostering of high quality wheat varieties,and improve the quality to meet the quality requirement to special purpose wheat of processing and consuming;Establish reasonable production plan for high quality and special purpose wheat,and strengthen management during production period,stable and improve quality of high quality and special purpose wheat;Put more effort to support key wheat processing enterprises,and implement high quality special purpose wheat localization strategy;Develop "contract agriculture",and encourage big-scale key agriculture industrialization companies,big and medium grain processing companies, purchase and sale companies to participate in the circulation to promote the purchase and sale of high quality wheat,promote the join rate between purchase and sale;Increase the financial input into projects to promote the industrialization development of high quality wheat;Relax the financial and tax policy to support the steady development of agriculture products processing;Establish organizations,strengthen coordination and macro regulation and controlling.It is believed that the implementation of the measures will promote the increase of farmer's incomes,the development of the wheat relative industries.It will be conducive to the social and economic development of Henan Province and the improvement of local financial condition,the settle of national grain safety and to safeguard the steady and healthy operation of macro economy.The smooth implementation of the measures will exert positive influence on the industrialization of corn,cotton and other agriculture products and animal husbandry products.
