In recent years, rural land property rights mortgage loan is a hot issue, which becomes a new way for famers to financing in many places in china. Rural land property rights mortgage loan is a result of the reform of rural land system in our country, it not only provides a new way to improve the economics in rural area, but also opens up a direction for the development of the rural finance。Rural land property rights mortgage loan is an new product of financial institutions,which can effectively solve the problem that most of famers have difficulties in financing.However, as a special product, its collateral is the land management rights, which is different from other business, therefore, it’s important to have a research on the risk management of rural land property rights mortgage loan. Combining with the actual case in Baoji, Shaanxi province and on the basis of the existing literature research,, this paper aimed to work out some measures to control the risk of this business.In order to achieve the goal, this paper combine the theory of triangular fuzzy number and analytic hierarchy process(ahp),which will help us to eliminate irrelevant factors during the research. First of all, we introduce the development of the case in Baoji, Shaanxi province.After we have the investigation in this region, we draw the conclusion that the risk of the rural land property rights mortgage loan mainly including legal risk, operation risk and risk of the mortgaged property, etc. Secondly, according to the results of the investigation and study, we use the triangular fuzzy number and analytic hierarchy process(ahp) to construct the risk evaluation system of rural land property rights mortgage loan. according to the questionnaire survey, we determine the impact of various risk factors in the evaluation system of weights. Thirdly, we apply the case in Baoji, Shaanxi province to the risk evaluation system we constructed. Contrast with the reality, the result verify that the risk evaluation system this paper constructed is scientific and feasible.Finally, according to results above, we draw the following conclusions: more sophisticated laws and regulations about rural law property rights should be issued by our country; financial institutions should strengthen their internal credit control project assumptions and improve the ability to control credit risks;enhancing assessment and transfer of the rural land property rights by relating constructions, improving the supporting measures.All this measures will help the financial institutions and famers to achieve” win-win” through the business.
