Land is the most basic guarantee for farmers' life and agricultural production,the right of managing contracted land is an important right of farmers,but it has been restricted by the laws of China,its due value cannot be fully realized.In 2008,our country carried out the pilot project of mortgage loan on land contractual management rights,aiming to unlock the capital restraint of agricultural development.In recent years,the rural population continued to migrant into cities for jobs,phenomenon of idle land and the indirect one becomes increasingly obvious.In order to adapt to transformation in agricultural management mode under the background of accelerating land transfer process,China began to implement the mortgage loan policy of land contractual management rights in a large scale in rural areas.This has played a positive role in solving the phenomenon of land abandonment and land fragmentation for our country,promotes family farms,new agriculture and large-scale planting to develop.It is of great practical significance for China to popularize modern agriculture,build a new agricultural management system,improve the two-dimension structure of urban and rural areas and promote construct new socialist countryside.In view of the good results achieved in the pilot areas and to meet the needs of local society to develop,in recent years,Qujing has begun to implement the land contracting right mortgage policy.At the beginning of the study,the author draws five households in Qujing and interviews with them to collect the data needed.Then,through statistical analysis and detailed statistical results,the paper focuses on the the relationship between characteristics of the farmers,who were involved in the land contractual right mortgage loan,and loan participation,loan availability and loan satisfaction.The results show that the age of the farmers involved in the loan is between 30-50 years old,within the range,farmers of older age participates more.The farmers with higher education degree are a few,from the age they are young,the participation degree of the loan is lowest.The lower the family income is,the higher the loan participation of the farmers would be.At the same time,it finds that in Qujing city when loans mortgage of land contract management right is carried out,supporting service is not timely follow-up,such as the issuance of certificate of the right to land contractual management has not been perfect and lack land valuation institutions.This led that when farmers are to get loan,because of collateral disposal difficulties and difficulties in assessing the value of land and other factors,financial institutions are more cautious about farmers' loans.Most of the farmers can get loans,but the proportion of farmers who can obtain all needed money is not high.In the case of limited loans provided by financial institutions,the situation where farmers with large land management areas cannot get all loans is obvious.Among the farmers who have obtained all the loans they need,the land management area is about 5 mu,and their loans are better than those with either very large or very small land.At the same time,I find that although the mortgaged land area is the main basis of the loan,the economic status of the family also has certain influence on the availability of farmers' loans.Households with better household economy get better loans than that with poorer ones.At last,when the farmer evaluates the loan business,the number of loan they got is almost decisive.For families with poor economic status and high dependence on agriculture,if they can get loans,then their evaluation of the policy is also higher than the overall level.Second,the higher the level of farmers' understanding of the policy,the easier it will be for them to make loans and the more they will be satisfied with the loan business.Finally,this paper through counting results of participate in loan---get the loan---satisfaction of the loan,combined with the actual research situation and scholars'existing conclusion,makes some analysis of the results and gets some suggestions for reference.
