In response to the call of General Secretary Xi Jinping,adhering to the spirit of the Eighteenth National Congress of the Party,adhering to the principles and policies,in accordance with the relevant provisions on the transfer of management rights and the separation of the three powers,we should actively carry out all kinds of work and activities in the countryside so as to make full use of the resources in the countryside and make use of the "two powers" mortgage loans.Business provides more property rights for farmers,promotes rural reform of the land system,and promotes the continuous improvement of farmers' income level,thus promoting the modernization of rural development process.This paper chooses the land management right mortgage loan in Wenjiang District of Chengdu City of Sichuan Province as a case study,consults a large number of documents and materials,collates and summarizes the theoretical results,studies the present situation and problems of the rural contracted land management right mortgage loan,and puts forward optimization suggestions to further promote it.It is of great significance to deepen the rural financial reform by mortgaging rural land management rights.Based on the theory of land rent and land price,this paper deeply analyses the necessity of developing the mortgage loan of rural contracted land.It combines literature research,field investigation and case analysis,and bases on the practice of Wenjiang pilot project.Through in-depth research and in-depth interviews,this paper makes an in-depth analysis of the evolution of rural financial development in Wenjiang District.This paper describes the pilot project(background and supporting policies),introduces the pilot model,and deeply analyses the existing difficulties and problems,that is,the owner of the right to operate is not willing to mortgage the right to operate the rural contracted land,the right to use the right to mortgage is difficult to obtain the consent of the contracted peasant households in the countryside;the right to operate for mortgage is difficult to obtain the consent of the contracted peasant household The imperfect transfer market of property rights leads to difficulties in disposal and so on.In view of the pilot situation in Wenjiang District,some countermeasures and suggestions are put forward,such as increasing policy propaganda and support,enhancing the willingness of the owner of the right to operate,amending the relevant formulation of "the mortgage of the right to operate the transferred land must be agreed by the contracting farmers",and establishing a perfect rural property rights flow.Transfer market,etc.
