The management right of rural contracted land is not only a right to use the property,but also the property rights of the peasants to survive and develop.The implementation of mortgage loan business right in rural contracted lands is not only a reform,innovation and improvement of the rural land property rights system and land finance system,but also an effective solution to the long-standing rural problems that cannot be solved,increasing the utilization rate of rural land,and increasing farmers' income.Income,promote the large-scale development of agriculture,an effective way.With the promulgation of relevant policies on mortgage loans for operating rights of rural contracted land in China,the “three-share separation” policy,in particular,provides a policy guarantee for the implementation of mortgage loans for rural contracted land management rights.Many regions use this opportunity to combine local conditions.Investigating a number of mortgage loans with operating rights in rural contracted land with local characteristics,including the direct mortgage of rural contracted land,the model of banking,the right to operate rural contracted land,the credit transfer cooperative in rural contracted land,and the banking model.Rural contracted land management rights + Rural contractor land transfer guarantee company + banking model,etc.Through the review of relevant literature data and the analysis of some scholars' field trip reports,it has been found that the development of the mortgage loan business right in rural contracted land in China has achieved certain results,but there are still many problems.The analysis of the reasons for the current mortgage loan on the right to operate rural contracted land in China before,during and after the loan reveals that the country's rural contracted land management right mortgage loan faces legal issues,agricultural production traditions,social security,and financial services.A series of issues such as the land market,and put forward corresponding solutions to provide reference and reference for other pilot regions and even the country to carry out mortgage loans for rural contracted land management rights.
