Tongxin in Ningxia began the practice in 2006, and in this process, the change of peasants’ welfare has little attention, which directly affects the continuation of implement and promotion of policy.Based on the background above, because of land contractual management right mortgage loan were carried out earlier in Tongxin, this paper selects peasants in Tongxin as the research object, makes full use of theories of managementand economics, explores the theoretical base of rural land contractual right mortgage welfare changes, analyzes the development process, the current situation and basic facts, and clear the main problems existing in the business since it was launched; using fuzzy comprehensive evaluation method to analyze welfare level in Tongxin, Ningxia before and after the land contractual right mortgage were carried out. And, on this basis, the paper proposes policy and advice to promote Tongxin county land contracting right mortgage peasants welfare level. According to the research conclusion, to further promote the rural land contractual management right mortgage to ensure that it is carried out smoothly, effectively improve the level of peasants’ welfare will provide certain scientific basis.Chapter one: the introduction, which mainly introduces the background, purpose, significance, methods of the research, and the ideas and possible innovation of this dissertation, and reviews the domestic and foreign documents about the level of rural land circulation system, welfare and fuzzy evaluation methods and other related research.Chapter two: the theoretical base of land contractual management right mortgage loan and welfare research, mainly defines the right to the contractual management of land, together with its mortgage, welfare, classification and other related concepts. Also the social welfare evaluation method and method of feasible capacity is reviewed in order to grasp the theoretical basis and, at the same time, analyze and study the influence of land contractual right mortgage loans on peasants welfare change more accurately.Chapter three: Ningxia Tongxin county land contracting right mortgage basic facts. It mainly introduces the basic situation of Ningxia Tongxin County.
