From the past land system reform to the current rural land mortgage loan policy,our country has always been committed to develop the rural productive forces,release the rural land rights,realize the agricultural modernization,activate the rural economy with the support of finance,improve rural financial services,and narrow the income gap between urban and rural areas.As farmers,vital asset,farmland has always been a significant social issue.Therefore carrying out experiments of rural land mortgage loans helps activating the financing function of the rural land,expanding the scope of the rural collateral and meeting the capital demand of farmers.In 2016 with new policies,such as "Two Rights",the trial operation policy of mortgage land made by the People's Bank of China and<Instruction Manual about Management Right of Contracted Land in the Rural Areas and Farmers'Housing Property Mortgage Loan by State Council>,and with the matured risk control capacity of commercial banks,most areas have met requirements of developing mortgage loan of the rural land management right.Wuxue,selected in this paper,is one of 59 areas which initially take experiments of management right of contracted land as well as farmers'housing property mortgage loan.By analyzing possible policy as well as financial system issues in Wuxue at the beginning of experiments,this paper discuses the policy environment,the supply and demand situation and risk management measures the village needs in order to carry out the rural land mortgage loan.Also,by drawing lessons from cases in which the area has taken the experiment successfully,this paper tries to explore the suitable land mortgage loan model for Wuxue,as well as suggestions and solutions for possible issues it could meet.This paper begins with the introduction,including research background,research significance,literature review and research methods,which lays a theoretical foundation for the subsequent discussion.By analyzing the development situation of land mortgage in China,including the change of land system and the current situation of the rural land mortgage,this paper proves the necessity of carrying out land mortgage in Wuxue.This paper then summarizes advantages as well as disadvantages of each model by comparing main current management right mortgage loan models,which helps later the project design.Chapter Four analyzes the land mortgage loan environment in Wuxue from the aspect of future trend,policy environment,geographical situation and industry characteristics.Specifically,this paper quantitatively studies the significant factors which affect farmers' willingness of carrying out mortgage loan through the questionnaire survey,data collection,and an empirical analysis using regression model of the Eviews software.This chapter concludes that despite of beneficial conditions Wuxue has to carry out land mortgage loan,there is a mismatch between supply and demand.By discussing current models,this paper then puts forward a suitable land mortgage loan project for Wuxue,in which the leading company,cooperatives and farmers set up corporate juridical person to carry out rural land management right mortgage loan.This part also refines the main body,operation procedure as well as risk control scheme of the project.The last part emphases on how to improve and assure the implementation of land management right mortgage loan from aspects of infrastructure construction,including the rural land circulation market service system,rural land mortgage registration system and rural land mortgage valuation,government guarantee fund and the bank mortgage insurance system by discussing and putting forward corresponding suggestions and opinions.Establishing an integrated land market of urban and rural areas will provide Wuxue a perfect mortgage loan project design.
