Based on trend changes of China relative labor productivity (RLP) of three regions of mainland including East(Guangdong, Jiangsu, Zhejiang, Shandong, Hebei), Middle part(Henan, Shanxi, Anhui, Hubei, Liaoning)and West(Sichuan, Yunnan, Shanxi, Gansu, Inner Mongolia) from 1978 to 2010, we found that RLP has different change direction from the mainstream of the international economy. Then we applied the theories of soft-input, industrial structure evolution, the regional differences in economic growth and development of the regional industrial structure to analysis the underlying causes. We divided time span from 1978 to 1989, from 1990 to 1999 and from 2000 to 2010. Followed by further large amounts of data from 1978 to 2010, we analyzed and compared all the data from fifteen provinces and parts of them are classification analysis. Finally, we obtain results that the main factors affecting RLP are capital and labor investment, technology development, market structure and institutional policy. But various results came from different times and regions. The paper dug reasons deeply about the difference: For the whole country, we claim that education has little effect on the RLP and financial investment has bad effect on industry reform. For the Eastern part, the main reasons are city rate, education, trade, resource development and distribution. And it is important to change its RLP for Middle of china because of city rate, capital investment, improvement of technology and distribution. Finally they will help western part of China to RLP with city rate, capital investment and distribution.
