This paper first analyzes from reform and opening up (1978-2007), the changes of characteristics of China's three industries relative labor productivity, and further confirmed the trend that is widening gap among the changes of the relative labor productivity of China's industries, and then on this basis, analyzed the adjustment of industrial structure in China,from which found that adjustment of three industrial structure towards the rationalization of the overall direction, but in comparison with the international standard mode from which there is still deviation for the industrial structure as well as the lack of such issues as the development of tertiary industry, and further illustrates the gap among the three industries of relatively labor productivity changes is increasing. From the perspective of soft-input industry, analyzes the phenomenon of changes in relative labor productivity of which is increasing., namely, inadequate investment in science and technology education, the soft-input constraints into the adjustment of industrial structure, affecting the changes of relatively labor productivity And then further comparing the changes in relative labor productivity between Gansu and Zhejiang provinces, based on which differences in the two provinces of the soft-input to clarify role of changes in relative labor productivity in the process, focusing on the province's industrial policy for the adjustment of industrial structure the guiding role, as Zhejiang Province, with their own policies in a timely manner to fit the province's policies, which made the adjustment of industrial structure, Zhejiang Province, the direction toward a reasonable change in the relative labor productivity in various industries are also moving in line with common international trend.
