| The reallocation of element resource,especially the migration and reconfiguration of labor resource among sectors,will have a significant impact on the regional economy.At present,under the background of China's New Normal,the economy needs to maintain steady growth and pay more attention to the adjustment of economic structure.Therefore,it is necessary to explore the rational allocation of labor resources.On the one hand,labor market distortion will make a significant loss of production efficiency and economic growth;On the other hand,the rate of economic growth after distorting the labor force is also largely reflected in the potential rate of future economic growth,which means exploring the labor market distortions,industrial structural change and the economy The growth of the relationship between the three to guide economic growth has a strong theoretical and practical significance.Jiangsu Province is a positive practitioner of the national economic development strategy.Whether it is the development gradient between regions or the economic development process since the implementation of the regional balanced development strategy in 2000 are consistent with the whole country,Jiangsu Province has a strong view of the representative of the other provinces also have important reference.In this paper,we develop a three-sector neoclassical model of structural change to access the distortions of labor market in the whole economy and the three major industries of Jiangsu Province with the data of 2000-2015.The study first measured the degree of distortions in the labor market,other than that measured the respective misallocation coefficients of the three major industries in the analysis of the effects of distortions on the TFP in the labor market,and then we have estimated the labor productivity and TFP efficiency due to the presence of labor market distortions Loss level,we have also explored whether the slowdown in labor productivity growth in Jiangsu Province since 2007 was caused by structural transformation.We have get the following conclusions:(1)labor market is biased towards the distortion of the non-agricultural sector and its trend is decreasing gradually.There are distortions biased towards services in the non-agricultural sector,which have some improvement and stabilization.Due to the existence of labor market distortions,the annual loss of labor productivity in Jiangsu Province from 2000 to 2015 is about 15.66%,and the degree of loss is also decreasing year by year.(2)The low productivity growth rate in services is the most important force driving the Jiangsu Province's productivity growth slowdown since 2007,agriculture has a certain role in dragging.While the productivity growth in industry and the weakening labor market distortions are conductive to Jiangsu Province's aggregate productivity growth.(3)Since 2000,labor marketdistortions have caused some loss of efficiency to TFP.The average annual loss rate caused by the study period is 7.7%,which is not significant.Among them,the negative impact of the distortions in the labor allocation of the agriculture and services are larger,in contrast,the negative impact of the industry are smaller and promote the efficiency of the TFP after 2010.In general,the loss of efficiency on TFP caused by changes of labor market distortion showed a decreasing trend,which proves that the economic structure of Jiangsu Province is developing in a more and more reasonable direction.Finally,the paper offer the relevant policy recommendations in the perspective of the market system construction and improvement,clear the main obstacles in the flow of labor,to further weaken the industry monopoly and labor market segmentation,improving the level of education and skills of workers,to strengthen the structural reform of supply-side and other aspects in order to improve resource allocation and optimize the economic structure of Jiangsu Province. |
