Research On Mechanism And Using Strategic Of Urban And Rural Construction Land In Urban Expansion Area

Along with the further development of China’s urbanization and industrialization, the fundamental realities of the country that have a large population and a few arable land would lead to continuously upgrade the contradiction between supply and demand of land, which exist in Urban expansion area obviously because of its urban-rural dual structure. As the actual carrier of urban and rural economic development, the structure, distribution and intensive utilization level of urban and rural construction land would affect regional economic development significantly. Thus, to study the dynamic change and mechanism of urban and rural construction land could contribute to grasp the changing law of urban and rural construction land, find out the existing problems, to provide certain reference basis for sustainable use of urban and rural land to promote urban-rural integration development.On a basis of the location theory, sustainable development theory, system engineering theory, comparative advantage theory and the theory of Pareto optimization, with integrated application of the literature analysis method, system analysis method, qualitative and quantitative analysis method, the paper has taken Banan District as an example to analyze the dynamic changing of urban and rural construction land in 2009-2013, find out the problems existing in urban and rural construction land use, and put forward strategy of urban and rural construction land use in the future by calculating the core driving force factor of urban and rural construction land use dynamic change.In this paper, the main research contents and conclusions are as follows:(1) The research achievements about urban and rural land use and urban-rural development of home and abroad such as urban land expansion, utilization of rural residential land, intensive use of urban and rural land, optimal allocation of urban and rural construction land etc. have been collected to provide the reference for researching on dynamic change and use strategy of urban and rural land in Banan District;(2) Based on the analysis of the present situation of urban and rural construction land, this part has analyzed the changing trending, changing amplitude and speed conditions, the spatial differences, dynamic conversion, intensive utilization level of urban and rural construction land in Banan. As a result, the structure of urban and rural construction land has changed obviously because of rising proportion of urban industrial and mining land, and there are significant spatial differences. The main problems of urban and rural construction land use in Banan District has summed up as follow:① Land urbanization was more faster than population urbanization, ②High pressure with dynamic balancing of cultivated land,③Big spatial difference of the urban and rural construction land use,④ The intensive utilization level of urban and rural construction land needs to be improved;(3) Based on related researches, this part has analyzed the influencing factors of urban and rural construction land changing, established a driving forces system for urban and rural construction land changing of Banan including expanding system and binding system and constructed the corresponding index system, calculated and analyzed relevance between land use changing and driving force factors with integrated application of SPSS, and extracted driving force core factors of every major functional area or the whole area. The results showed:the urban industrial and mining land changing of Banan was mainly affected by increasing of permanent urban population; the rural construction land was affected by the balance of savings by residents in cities and countryside, available income per person of downtown and urban households Engle coefficient; The change driving mechanism of the three areas are different, are mainly affected by urbanization, economic development and people’s life level.(4) Based on the analysis of the existing problems and changing mechanism of urban and rural construction land, the three strategies, which are regional coordination and urban-rural integration strategy, intensive utilization of urban and rural construction land strategy and land system innovation strategy, have been discussed and formulated to provide suggestions for urban and rural construction land use of Banan District in future.
