| Land is the scarce resources, along with the unceasingly Advancement of the industrialization and urbanization, the obvious characteristic of land-use structure change is that construction lands are increasing, cultivated lands are reducing. As urban comes from regions suitable for cultivation, its historical cause of the evolution and characteristic of land resources decide that the expansion of construction land is achieved by the changing of agriculture land. In this process, the macroeconomic control of economic development and the protection of arable land are influenced both by the growth of construction land and the reduction of agricultural land, and this is more evidence in urban-rural-integration-area. Thus starting from the view of overall scope of the development of economy and society, emphasizing on the protection of farmland and the maintaining of diversity of resources, this paper put emphasis on analyzing the current expansion control system and the applicability of system theory to perfect the control system of construction expansion, analyses the characteristics of land-use system, sets the control objective of construction land expanding system, and then according to the cybernetic model, the thesis bring forwards to some measures to perfect the controlling system of construction land expansion. The main content and conclusions are as follows:Firstly, the thesis quantizes the difference of the construction-land increased area and velocity contrast between urban-rural-integration-area and built-up area. It is obvious that construction-land expanding rapidly and becoming the major region of expansion control.Secondly, the available measures to control the construction-land expansion is classified by the laws and regulations control, the state control and the market control. Among these, the laws and regulations control and the state control take the dominant position, and the core is land use comprehensive planning. The construction-land expansion in liuzhou exceeds the control limit, farmlands are reducing, the fixed assets investments are increasing rapidly, also the constraint force of control system are depressing, so it is in great need controlling the expansion of construction land.Thirdly, the paper analyzes the existing problems of the expansion controlling system, they are: the acquaintanceship with controlled object such as land resource, land market, land user, land influencer; analysis and research on the disturbance factors is absent; then the feedback mechanism is also absent and there is drive absence in behavioral system. The three aspects bring on the ill conditioned POWER controlling system. Fourthly, the expansion controlling system of construction land is one of the land utilization system, it belongs to input system, and its function is to input the institution arrangements such as land use programming for land system, to accept the information feedback of land-use, to adjust the input strategy, so as to improve the order degree of construction-land expansion and the harmony between land-use and the development of economy and society, reduce the entropy power of land-use system. The controlling system of construction-land expansion is characterized by comprehensibility, integrity, hierarchical structure, objectivity, informational linkage, learning, adaptability and organization. So ideal regulating system must be provided with system character. It is a important condition to reduce the entropy power of land-use system, make for the self-organization, and make sure the sustainable use of land resource and harmony development of regional economy.Fifthly, according to the problems existing in construction-land expansion of urban-rural-integration-area in liuzhou, on the basis of the methods and principles of system theory, the thesis brings forwards to some measures to perfect the expansion controlling system from the sensing system, the disturbing factor and the improvement of action. |
