| Urban rail transit(URT) is acknowledged as a low-energy, less-pollution green traffic way, it is also an effective way to solve the urban problems of traffic congestion and severe pollution, and it has very important significance to realize sustainable development of city. As public infrastructure, construction of URT project is usually invested by government, however, the cost of URT project is very high, finance demands are far more than the finance support capacity of government, shortage of fund becomes the key problem of hindering the development of URT in China. At present, government generally introduces the diversified financing model(DFM) to solve this problem. However, DFM still has some shortcomings:the money-earning performance of URT project is very poor, which lead to the problem that URT enterprise needs government’s subsidy to maintain its normal operations. Thus, the investment return from URT project cannot meet investors’requirement, which eventually requires government to solve the debt problem. The effect of DFM only transforms the pressure of demand on construction investment to the pressure of demand on budgets for operation and debt service, and the pressure of government fund gets remission virtually. Building a new profit model of URT project to improve money-earning performance of URT enterprise is a fundamental way to alleviate financial pressure of government and getting construction capital.This study bases on the summary of domestic and overseas related research results. Firstly, it combs the research achievements in external benefit brought by URT project, puts forward assumption of setting up a new URT profit model based on the external benefits, and builds research frame of URT profit model based on external benefits. Next, it takes added values from land as an example, analyzes the influence mechanism and influence area of added values caused by URT construction, and prepares for research framework raised by argumentation. Then, it takes the basic principles of space syntax, regards built, under construction, planed of URT system network as the research object, and puts forward forecasting method of land price along the URT based on reachability. By using this method we can get added values from land through calculating. Last, it uses the game theory and establishes two-person bargaining model of distribution of added values from land between government and URT enterprise to provide decisions to implement new URT profit model.The research results of this study may not only help URT enterprises to transform from ’transfusion’ to ’hematopoiesis’, and the government to alleviate financial pressure, which has great significance for the development of other infrastructure projects. This study is expected to provide some new ideas for those who undertake related work of scientific research to do further research on URT profit model. |
