With the increasing level of economic growth and travel demand, The construction of urban rail transit has entered a stage of rapid growth?Many cities in China are planning or constructing urban rail transit projects to achieve an unprecedented scale. Faced with a large number of projects under construction, the scale of financing and construction technology is also facing unprecedented requirements. Government departments introduce social capital, technology, management, and operation and give full play to the advantages in their respective fields of public capital and social capital. Using PPP mode to meet the needs of the development of urban rail transit, and jointly promote the development of Urban Rail Transit?This thesis is also based on the above background to study the key part of urban rail transit project.On the basement of the related research of the PPP model in our country items of interest distribution, the paper analysis the urban rail transit project of numerous Project participation, huge scale of financing, many risk factors and the long construction period, the urban rail transit belongs to the category of quasi-public goods according to the theory of public goods and the identification method of quasi-public goods. First, the supply of public goods can be either the government or the society, which creates the conditions for the introduction of social capital into the urban rail transit project; Secondly, the paper focuses on the analysis of the key factors of the successful urban rail transit project,which is the determination of the project income distribution scheme. The formula of the project profit is the starting point of the research. Therefore, firstly, this paper analyzes the characteristics of the urban rail transit PPP project, then analysis the core stakeholders of the income of project according to the stakeholder theory, which is the income of project, the main research object. Through the research and income distribution of urban rail transit PPP project, we found that the problems exist in the current research with the risk theory, expert evaluation theory, fuzzy comprehensive evaluation method, cooperative game theory, proposing Shapley value correction model based on the marginal contribution to determine the fair and reasonable income distribution scheme of project. The paper is divided into three parts:Part one: in the face of the determination of the complex project income distribution scheme, there must be principles of income distribution with the project characteristics as a guide?So the first stage of the project income distribution is the analysis of the guiding principle. Project revenue is based on the purpose of distribution contribution of "contribution, taking into account the efficiency".Part two:the marginal contribution of both public and private parties in the project use the cooperative game theory as the key and the basis of project income distribution to assign the classic model Shapley value model, and get the initial income distribution plan.Part three: in order to meet the principle of efficiency, Project income distribution need to refer to the proportion of investment, complex tasks, take risks, contribution to the actual value, and propose to amend the initial income distribution scheme that four factors to undertake proportion, the initial scheme is modified. the income of project need to refer to the proportion of investment, complex tasks, take risks, the actual contribution of four factors, proposed to amend the initial income distribution scheme?The proportion of the four reference factors is obtained, and the initial scheme is modified.In this paper, the income allocation of PPP projects correction model is based on the proportion of investment, complex tasks, risk taking, the actual contribution of four factors adjusted Shapley value model making up only problems based on the marginal contribution of the income distribution and consistent with the principle of fair and impartial income distribution of the actual PPP project.
