Study On How To Implement Successful Projects Financed By ADB In Gansu Province

With the high speed economic growth since the reform and opening up, China has become the second largest economy in the world. It has being deepened the collaboration with Asian Development Bank(ADB) along with the time. China now is not only a recipient but also a donor of ADB, and is the third shareholder after Japan and the US. Thanks to precedent economic growth, tens millions of people has been lifted out of poverty in the past decades in China. At the same time, the international society shocked by the big change of China with many doubts and challenges. The multilateral development institutions including ADB put pressure over China since their policy of "graduation". Under the new circumstances, we should use the advantage of successful experiences of loan-ed projects supported by multilateral development institutions and their demonstration effect to deepen and widen bilateral cooperation. We also can utilize our own advantages to proactively lead the multilateral development institutions reform, strengthen the flexibility of their portfolio and get a new sustainable way of bilateral collaboration.Gansu province started to use ADB loan since 2002, these loan-ed projects has being made great contribution to the economic and social development of Gansu, which covering the fields of energy, transport, infrastructure, agriculture,as well as environmental protection. The thesis is going to give suggestions and recommendations on how to implement a successful ADB-loaned project by means of analyzing the policy of ADB portfolio in PRC, and studying the different procedures and requirements of ADB and domestic departments in the whole project cycle, moreover, showcasing a successful project in Gansu. It also tries to analyze the current international and domestic circumstances, and provide suggestions on the process of application and implementation of ADB-supported projects under the new environment and new normal. The study will give reference to other provinces who already has or will have projects supported by ADB.
