But with the acceleration of industrialization and urbanization, the development of the tertiary industry is also facing many problems. The restructuring of industry and optimization and upgrading become the key links in the development of the national economy. Industrial structure adjustment and upgrading has become the key link in current economic development of China. While the consumer as a strong driving force for economic growth, for the economic development of a country or a region in transition effect is very obvious. Therefore, only the promotion of coordinated development of the tertiary industry and residents consumption, in order to promote the economic development.Since the municipality, there has Chongqing rapid social and economic development and made remarkable achievements in Chongqing. The role of the tertiary industry in the economic development become more and more prominent, also promote the optimization of industrial structure directly. Currently, the country’s economic development must be based on China’s economic transformation and upgrading of the background. After the national implementation of the western development strategy, Chongqing’s industrial structure is in a critical period of adjustment and optimization and upgrading. Therefore, the factors that influence the tertiary industry during this period of development study has important practical significance. In the social production process, consumer demand is the most direct factor affecting the industrial structure. From the perspective of consumer demand starting delve into factors that influence consumer and rural development of the tertiary industry, providing suggestions to promote the coordinated development of tertiary industry consumption and residents.Firstly, based on the tertiary industry and consumer theory are reviewed on analysis of the development of tertiary industry and consumption profiles of urban and rural residents in Chongqing. Secondly, the factors that influence the consumer the tertiary industry development of empirical analysis, from the perspective of urban and rural residents’ consumption, identify constraints factor in the development of tertiary industry in Chongqing. With the VAR model, Granger causality test, cointegration test, impulse response function and variance decomposition, take dynamic analysis of the factors that influence consumer and rural development of the tertiary industry. The results show that the consumption of urban and rural residents is the Granger cause the development of tertiary industry, and there is a cointegration relationship between the two, namely the existence of a long-term equilibrium relationship between the two. Chongqing upgrading of industrial structure is still a lot of space, with little effect on changes in the consumption structure of rural residents’ consumption rate of rural residents to the development of tertiary industry, the development of tertiary industry in Chongqing also need to guide macroeconomic policy.
