Refinery chemical integration is a new direction of industrial development that lays emphasis on the synthesis of technology and economic advancement promoted by the petrochemical industry in order to better adapt to international competition. Endowed with various advantages such as resource sharing, less investment, higher purchase efficiency, lower purchase cost, coordinated producing rhythm among providers, enhanced flexibility of production and greater ability to cope with market risk, refinery chemical integration is an inevitable tendency for the development of cyclic economy for the petroleum refining and chemical enterprises. This thesis takes A-Refining and B-Chemical of a national petroleum refining and chemical base as the object of study, makes a survey of the development of refinery chemical integration home and abroad. After a brief introduction of the plan of partition provision in materials and products between A-Refining and B-Chemical, six materials, including naphtha, pure benzene, fuel oil, liquefied petroleum gas, hydrogen, heavy oil condensate and C5, are decided upon as the materials for partition provision. Between A-Refining and B-Chemical, there is built a partition provision framework with products and scale decided according to partition provision principles and strategies. By referring to international pricing mechanisms such as FOBSE, FOBK, CFR, and that of the Sinopec and the Petro China, the thesis analyses the factors for price transmission and, based on that analysis and win-win principle, suggests a price formula for the seven materials of partition provision between A-Refining and B-Chemical. The discussion on strategies for partition provision can have some guiding significance for similar refinery chemical integration efforts. It can also be beneficial to the partition provision in natural gas chemical integration and coal chemical integration.
