Due to the reform of China electric power system,the pricing mechanism of the cross-regional and inter-provincial power transmission trade has not been formed currently,resulting in a lack of institutional foundation and theoretical basis for pricing.Moreover,the cross-regional and inter-provincial power transmission system also plays a significant role in social value and strategy.However,the characteristics of the cross-regional and inter-provincial power transmission system,including low actual utilized hours and large fluctuation in transaction,caused a bad effect in full recovery of power transmission costs and stable supply of enterprises cash flow when the existing single-price structure is being used.In this dissertation,the potential risks of cost recovery and profit prediction for cross-regional and inter-provincial power transmission network is firstly analyzed,then the domestic and international pricing theories and methods for power transmission system is investigated,with considerations of cost distribution method of the users in the power grid,accounting method of the permitted revenue,charging standard of the power grid service,and so on.The merits and demerits of each method is also analyzed by comparison.Based on the above analysis and related theory of financial management and cost accounting,a novel pricing model of the cross-regional and inter-provincial power transmission is originally proposed,including: 1)establishment of the power grid nodes in 3 categories;2)cost distribution using various parameters of different postage stamp methods;3)proposal of permitted revenue accounting method based on cash flow discounting,and accounting of permitted revenue accounting for the cross-regional and inter-provincial power transmission,using cost recovery theory of permitted revenue;4)establishment of a novel two-part pricing model based on sunk cost and additional cost,giving the charging method for the capacity costs.Finally,an inter-provincial power transmission network in China is investigated as an example,to calculate the permitted revenue,the capacity cost revenue as well as the capacity price,quantity price,and to validate the model of the pricing mechanism.It can be shown from the results: The capacity costs obtained in this two-part pricing model equal to 35% of the total permitted revenue,which agrees with the requirement of capacity costs in China power institutional reform.It performs quite well as the price regulation in the power transmission market,which is also easily accepted by users.Meanwhile,the calculated annual revenue based on the pricing model in this dissertation is much closer to the permitted revenue,which indicates a much smaller fluctuation of revenue.The market adaptive capability of the power transmission enterprise can be increased since the supernormal profit during the peak of power supply is restrained,and the cash flow pressure during the trough of power supply is relieved under such pricing model in this dissertation.
