Research On Transmission Pricing For West-to-east Power Transmission

West-to-east power transmission is an important part of western development strategy. Ithas made remarkable contributions to solve the problem between energy resource distributionand energy resource consumption, promote the coordinated development of both western andeastern provinces, and optimize resource allocation. Reasonable transmission price can inducethe investment of power transmission construction, keep power transmission companyoperating normally, and then promote west-to-east power transmission play its due role.Therefore, it is necessary to research transmission pricing for west-to-east power transmission.Under the above background, this paper makes a research on transmission pricing forwest-to-east power transmission from the flowing two aspects:(1) Research on a method to calculate the annual allowed income of power transmission.According to the function of power transmission projects and trading membership, types ofpower transmission projects and price zones are divided. Based on the transmission projectsusage of each price zone, the investment costs of power transmission projects are allocatedamong various price zones. Considering the time value of money, a method for calculatingannual allowed income is proposed, which is to satisfy the given financial internal rate ofreturn. Combined with the actual investment data of power transmission projects andcalculating parameters, the annual allowed income for each price zone is addressed. Throughcomparing the annual allowed income results with the actual operation situation of powertransmission company, the calculation method is demonstrated to be effective.(2) Research on methods for transmission pricing and the affection caused bytransmission price. Based on the analysis of one-part transmission price and two-parttransmission price, the characteristics of both these two transmission prices are compared.Because the functions of power transmission projects are multiple and the income of powertransmission company is easily fluctuated under one-part transmission price, the necessary oftwo-part transmission price and its significance for west-to-east power transmission areanalysed. With the annual allowed income of each price zone calculated before, one-parttransmission price and two-part transmission price are calculated, then the affection caused bydifferent transmission prices is studied combined with the actual trading electricity quantity ofwest-to-east power transmission. The methods for transmission pricing are demonstratedavailable through the examples. Besides, the relationship of interests among trading memberunder different kinds of transmission prices is researched, and some measures are proposed todispose the capacity fee of western provinces. At last, the conclusion and prospect for the research work of this paper are indicated.
