It is very significant that the strategic of a company be implemented effectively for the development of enterprises. The Jiaoda Guangmang Company (JGC) has experienced a difficult phase of start-up, a prosperous period of the national railway development, a depressed period of the slowdown investment of high-speed rail and the period of transformation for growth with the increase for operation investment and the decrease for construction investment. So, it is key important for the development of JGC that how to implement the strategic of management effectively in the process of dealing with the situation change.This paper determined the overall strategy, business strategy and related functional strategy of JGC by using the modern strategic management theory and method, and designed the tactical plans for the implementation of strategic goals. Through the comprehensive analysis of the realistic environment and the expected results of JGC, this paper formulated the related technical measures to make sure the coordination of short-term results of JGC and its planned strategic target and development direction.On this basis, in view of the complicate external environment of JGC, this paper designed the specific strategy combined the offensive and defensive. JGC could adapt to the change of external environment and better control its own destiny through predicting the future environment and avoiding possible adverse factors to make. Further, in order to create a good condition for meeting all the challenges and opportunities to, this thesis also designed how to find opportunity and adjust the countermeasures in the uncertainty environment.
