Research On Centralized Purchasing Management Of Materials In Construction Company

Purchasing management is important working field in the central enterprise management promotion activities which be organized by State-owned Assets Supervision and Administration Commission(SASAC). In recent years, through the persistent efforts, more and more central enterprises have clear ideas about promoting purchasing management, and have taken measures to improve purchasing management level, some enterprises are already bearing fruit. Because centralized procurement is one of the key measures to reduce the purchasing cost and improve efficiency, Construction Company(CC) will push ahead with the work. CC starts the management promotion in 2012, and have completed the comprehensive deployment about centralized procurement at the end of 2013. CC have an urgent need to improve the materials centralized procurement management, which tend to reduce the purchasing cost, ensure the quality of materials. Therefore, this dissertation is deep research on centralized purchasing management of materials about CC.Firstly, the article is studied in the domestic and foreign centralized procurement management research present situation, and introduces the relative knowledge of purchasing management and centralized procurement. And then, this paper mainly expounds the materials centralized procurement management status of CC, uses the concrete practice and interviews to point out the materials centralized purchasing management problems and analysis its deep reason: no clearly responsibility of organizational structure, unsound institutional system, incomplete procurement process, inconsistence evaluation standard,unscientific supplier evaluating, incomplete information system. Finally a specific solution,which is about materials centralized procurement management in CC, was given according to the practice from corporate manager’s viewpoint.
