Along with the rapid development of information technology, human beings are led to a new era of information. The newly-developing information technology has reshaped the economic and social pattern of the different countries, regions and even the whole world. Emerging technology, represented by information industry, has drawn world-wide attention and is considered to be the engine and growth pole of new economy. In 2010, the new generation information technology was recognized as one of the seven new strategic industries in China so as to accelerate its cultivation and development.In recent years, the emerging industry under expanding and developing has also been reshaping the development path and spatial pattern of cities and regions. As a result, spatial agglomeration and regional development under the influence of the emerging technological change has become a research focus and frontier in regional studies. Today, industry spatial organization in the new era of information has been one of the most important themes in human geography. Among all these emerging industries, E-Commerce, which is based on the Internet and third-party trade and service mode, has seen a booming development. In 2014, the turnover of E-Commerce in China reached about 13trillion Yuan. With the booming development of E-Commerce, its development pattern in China has been basically formed which has also affected the regional spatial organization and has brought about new industrial organization. All these spatial phenomena need geographic explanations.Focused on these research targets, this paper is divided into six parts. In the first part, it introduces the background, the target, the methodology and the possible innovations of this research. In the second part, it sorts out the basic concepts and the literature review to support this research at the theoretical level. In the third part, it studies the spatial characters of E-Commerce industry cluster in China, taking Taobao Village as an example. In the fourth part, it summarizes the developing pattern of Taobao Village and analyzes its evolutionary mechanism through using the spatial framework of emerging industries. In the fifth part, it discusses the interaction between E-Commerce industry and regional development and focuses the analysis on politics of scale during the area path, which is created by E-Commerce. In the last part, it ends with conclusions and research prospects.Based on the evolutionary perspective and supported by regional E-Commerce cases, this paper starts from E-Commerce and explores the spatial organization of emerging information technology industries represented by E-Commerce and its function on regional development. These studies aim to review the geographic pattern behind the development of the emerging industries and provide useful political references for industrial governance and regional development.
