| Safety production is the enterprise to realize the basis and premise of economic and social benefits, is the important guarantee of enterprise development. In the long-term production practice, the power industry has developed effective safety management methods and measures of unique characteristics, which help to maintain the overall safety situation in production. However, there is still large room for improvement of the level of safety management Therefore, it will be of great practical significance in guiding the enterprise practice to explore new ideas, methods and safety management measures under the new normal conditions.The author conducted a detailed analysis of the status quo of and the existing problems in the safety management of Gansu Power Investment He’xi Hydropower Development Co., Ltd. (hereinafter referred to as "He’xi Hydro"), from the perspective of the basic elements of intrinsic safety, based on the characteristics of the safe production of hydropower enterprises, and drawing on the results of the studies on intrinsic safety management at home and abroad. And this article also contains a fish bone analysis of the causes of such problems. On this basis, the author proposes the target and ideas to construct the intrinsic safety management system from the four elements, i.e., Men-Machine-Medium-Management. And this article focuses on the introduction of the structuring framework of such system, and details on the composition and content of its factors of Men-Machine-Medium-Management. In the end, the author proposes certain measures to improve the system in respect of organization, institution, supervision, inspection, monitoring and evaluation, etc. Through continuous improvement and perfection to gradually realize the intrinsic safety goal of "no human injury, defect-free system, flawless management, smooth operation, controllable risks, and harmony and unity of man-machine environment", the system will provide effective reference and guidance for constructing He’xi Hydro’s intrinsic safety management system and maintaining its sustainable safety management. |
