Research On Countermeasures Of Hebei Province Rural Highway Construction Management

In recent years, state introduced a number of policies to support and encourage the construction of rural highway. The No.1 Circular of the Party Central Committee has locking the "three agricultural problems" for twelve years with great importance to the development of the rural economy. All this gives rural highway construction to bring more development space and opportunities. In the environment of the national rural highway booming developing, rural highway construction in Hebei province has achieved rapid development, but also encountered a variety of problems and difficulties in the process of development. Therefore, by discovering the existing problems and difficulties of rural highway construction management in Hebei province in the process of development, we carefully analyze the causes, research on the development countermeasures of rural highway construction management in Hebei Province,so as to promote the further development of rural economy.In this paper, we use the theory of project management, the theory of new public service, the theory of project financing and the literature research method, induction, spot investigation and comparative analysis. Then, we systematically analyze the development current situation of rural highway construction management in Hebei Province, the existing problems and difficulties. And we put forward the corresponding countermeasures based on these problems and difficulties.This paper first elaborates the research background, research significance of rural highway construction management, the research status at home and abroad and the research ideas and research methods in Hebei province. And the paper mainly expounds the meaning of highway, the meaning of rural highway and rural road construction management. And we point out three theoretical bases that the research needs.They are the theory of project management, the theory of new public service, the theory of project financing.Then the paper mainly expounds the main problems existing in Hebei rural highway construction in the process of development. The contents of this part are expounded from three aspects.They are rural highway construction management of Hebei province’s situation, the main problems in rural highway construction management in Hebei province’s development and the analysis of these problems. At the same time, the paper draw lessons from foreign and domestic other area of rural highway construction management experience. In this part, we introduce the advanced mode of several foreign rural highway construction management experience. Then the paper aims at the problems of construction management of rural highway in Hebei Province. Advice for the problems and difficulties encountered in construction management process is provided by separately solving these problems including widening financing channel, strengthening the control of the overall level of the construction unit, comprehensively promoting the engineering quality of the fine management, improving the rural highway design quality and technical standards. Finally, we overall summarize and discuss the countermeasures of rural highway construction management in Hebei Province.
