Research On Patent Development Strategy Of Fine Chemical Industry Key Areas In Liaoning Province

The production sectors of fine chemicals are collectively known as fine chemical industry, and fine chemical industry is one of the mostly attended research objects in the chemical field. With the rapid development of economy and technology, fine chemical industry has developed more rapidly than the whole chemical industry, regardless of scale of production, economic benefit and development prospects. At present, China’s petrochemical industry is being under important transition phase of "the twelve five-year plan". Fine chemical industry is characterized by more categories, wide applications, high degree of association and high added value, and will play a critical role future development of petrochemical industry, thus to promote comprehensive adjustment of traditional chemical products and breakthrough change in industrial pattern.In recent years, many foreign-funded enterprises share market segments in raw material of fine chemicals, electronic chemicals, synthetic intermediates and other sectors gradually by capital injection, technology export, etc., thus to further enhance their competitiveness in the domestic market by leveraging high technology. In addition, foreign-funded enterprises flexibly utilize patent barriers based on intellectual property strategy to make potential threat for technical problems and patent dispute of Chinese fine chemical enterprises. However, China’s patent quantity is sufficient in the field of fine chemicals, and high quality patent is rare, the research topic is relatively single. In China, the rapid expansion of industrial scale fails to shorten the gap with world-class technology fundamentally.To understand the current development of patented technology of fine chemicals in Liaoning Province, this paper briefly introduces patent development theory of fine chemical and industrial base in the province, and then makes a SWOT analysis, which is performed from the views of the overall situation of the internal and external environment of fine chemicals in Liaoning, competition pattern and competitiveness, etc., thus to conclude technical strengths, weaknesses, opportunities and threats in development of patented technology of fine chemicals in Liaoning Province. According to the above analysis results, the paper further propose the guiding thought and objectives for establishment of fine chemical patent strategy province-wide, sets up strategic tasks for patent-based creation, application, protection and management, covering surfactants, catalysts, assistants, additives, petrochemical products, functional polymer materials, etc. Finally, in order to promote technology development and restructuring of petrochemical industry in Liaoning Province, the paper proposes to further optimize patent policy system, service system and cultural environment, thus to ensure and supervise effective implementation of chemical patent strategy in Liaoning Province, achieve the technical level that is matched with local industrial base and scale, and improve the competitiveness of fine chemicals in Liaoning Province in all aspects.
